Overview
Responsible for providing portfolio-level financial and operational analysis to the Project Controls team. The portfolio value is approximately $500M. The role involves performing cost analyses, tracking special project costs, creating financial reports for trend analysis, Work Order (WO) tracking, and preparing proposals. A good understanding of government contracting, financial systems, financial statements, the Annual Operating Plan, budgets, current year forecasts, and Estimate at Complete (EAC) is required, along with strong analytical skills. The position partners with operational leadership and program support departments.
The role reports to the Portfolio Project Controls Manager.
Responsibilities
- Develop and maintain Excel models for effective monthly and quarterly financial analyses at the portfolio level.
- Perform financial setup of projects according to contract structure.
- Analyze costs and revenues, establishing metrics to develop uniform solutions and process improvements across projects.
- Drive consistency in financial analysis processes by proposing best practices.
- Coordinate with various functions within programs to perform Project Control tasks.
- Maintain a central filing system for all deliverables across programs.
- Review and understand contractual requirements for all supported projects and programs.
- Create Work Order data consolidation from systems such as Maximo, Citrix, and VMOS.
- Analyze cost data related to labor, materials, supplies, parts, equipment, and other expenditures to guide Program Managers and provide recommendations to Program Executives.
- Support pricing efforts for different prime contract types.
- Perform other duties as assigned.
Qualifications
Minimum Qualifications
- Bachelor’s Degree in Finance, Business Administration, or a related field. One year of experience in finance, project management, or government contracts may substitute for one year of education if the degree is in a non-related field.
Experience
- At least 2 years of business experience, preferably in Project Controls, Financial Reporting, or Contracts Administration within the Defense/Government Contracting industry.
- Understanding of Earned Value Management System principles.
- Previous experience in Change Management is preferred.
