Job Description

Position Objectives:

• Program Manager ICT Projects is responsible for the end-to-end planning, execution, and delivery of complex, large-scale ICT programs (Civil & Electro-Mechanical infrastructure) development.
• Excellent understanding of deployment of WAN, LAN, RAN, applications, security systems, and associated civil/electro-mechanical works, ensuring seamless integration across disciplines.
• Focus on stakeholder alignment, quality governance, and budget control, the Program Manager leads cross-functional teams to deliver high-impact technology solutions, particularly within the telecommunications sector

Job Description & Responsibilities:

• Lead and manage the end-to-end delivery of large-scale ICT programs across civil and electro-mechanical environments.
• Oversee deployment of WAN, LAN, RAN, enterprise applications, cybersecurity systems, and related civil works.
• Supervise Project Managers and Coordinators to ensure program objectives are met on time and within budget.
• Develop integrated project plans, schedules, and risk mitigation strategies aligned with business goals.
• Ensure CAPEX and OPEX tracking with accurate forecasting, reporting, and cost control measures.
• Enforce adherence to program governance, quality assurance frameworks, and regulatory compliance.
• Coordinate across engineering, construction, and ICT teams to ensure aligned execution.
• Drive stakeholder engagement, status reporting, and issue resolution across multiple workstreams.
• Ensure timely delivery of technical documentation, test plans, and handover packages.
• Support design reviews, technical evaluations, and vendor coordination activities.
• Monitor performance KPIs and ensure continuous improvement across all program components.
• Manage multi-vendor delivery environments, ensuring interoperability and integration readiness.
• In-depth understanding of ICT project governance, compliance standards, and risk management.

Qualifications & Experience:

• Bachelor s degree in Telecommunications, Electrical/Electronics, or related engineering field.
• Minimum 15+ years of progressive experience in ICT program or project management.
• Professional project management certification is mandatory, such as PgMP, MSP, PMP, or PRINCE2
• Proven track record in delivering large-scale ICT infrastructure projects across civil and electro-mechanical environments.
• Excellent understanding of deployment of WAN, LAN, RAN, applications & security systems
• Strong understanding of CAPEX/OPEX management and financial controls in program delivery.
• Expertise in managing multi-disciplinary teams and stakeholders in complex delivery environments.
• Familiarity with telecom infrastructure regulations, quality standards, and technical governance.
• Proficiency in program planning tools (e.g., MS Project, Primavera) and reporting platforms (e.g., Power BI).
• Strong leadership, team management, and cross-functional coordination capabilities.
• Exceptional stakeholder engagement and communication skills across technical and executive levels.
• Advanced proficiency in Microsoft PowerPoint with a proven ability to develop executive-level presentations.
• Proficient in project planning and reporting tools such as MS Project, Primavera, and Power BI.
• Fluent in English; Arabic speaking will be a strong added advantage.
