Job description

GovCIO is currently hiring for Program Manager. This position will be located in Saudi Arabiaand will be an onsiteposition.

Responsibilities

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms / conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

  • Manages one or more programs of size and complexity, may manage an operating / field office, and supervises professional and technical personnel performing in their customary disciplines.
  • Maintains aggressive efforts to achieve objectives.
  • Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.
  • Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.
  • Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program / project managers.

Bachelor's with 8-12 years (or commensurate experience)

Required Skills and Experience

  • Clearance Required : Secret
  • Bachelors (in technical field)
  • Seven+ (7) years of experience successfully managing large teams (e.g., 20+ person). Five+ (5) years of this experience in direct support to a program office (PMW) or similar organization with the United States Department of the Navy (DoN).
  • Knowledge of Foreign Military Sales (FMS) processes and procedures, as identified as part of the work experience listed.
  • Experience interacting with foreign senior military / government officials.
  • Experience managing teams in multiple geographic areas, including Outside the Continental United States (OCONUS) locations.
  • Experience working with United States Government (USG) military / government officials (e.g., Program Managers, GS-15 civilians, O-6 field grade officers) and foreign senior military / government officials.
  • Experience managing foreign travel / relocation arrangements and approval (e.g., visas, insurance, and hazard pay).
  • Experience developing and maintaining Integrated Master Schedules (IMS) and the ability to present the IMS in multiple formats, including Microsoft (MS) Project and MS PowerPoint (or similar software).
  • Ability to effectively communicate orally and in writing with Flag Officer level personnel regarding technical and programmatic issues.

Preferred Skills and Experience :

  • Two+ (2) years of experience managing large-scale programs for FMS / security cooperation services valued at $10M+ / year.
  • Five+ (5) years o f experience as an engineer supporting Command, Control, Communications, Computers and Intelligence (C4I) systems such as Global Command and Control System (GCCS), Naval Modular Automated Communications System (NAVMACS), High Frequency (HF), Ultra High Frequency (UHF), and Very High Frequency (VHF) Radios and Antennas, Tactical Data Links (Link-11, 16, 22), Combined Enterprise Regional Information Exchange System (CENTRIXS), Network Communications, Satellite Communication (SATCOM), Air Defense Systems Integrator (ADSI), or Visit, Boarding, Search, and Seizure ꞏ (VBSS).
  • Experience with the Naval Information Warfare Systems Command (NAVWAR) organization and its products / services.
  • Experience with successfully recruiting staff and retaining personnel.
  • Program Management Professional (PMP), Defense Acquisition Workforce Improvement Act (DAWIA) Level III in Program Management or similar certifications.
  • Completion of Defense Institute of Security Assistance Management (DISAM) Security Cooperation Management (SCM) courses such as SCM-CONUS (SCM-C) or SCM-Case Management (SCM-CM).
  • Master's degree from an accredited college or university.
  • DISAM International Affairs Certification Level 2 or Level 3.
