Program Manager – Smart City Vertical

This role is for candidates that are currently in Saudi Arabia, or live in the US or Canada and are willing to be in Saudi Arabia for 18–24 months

Job Description

We are seeking an experienced Program Manager to lead the Smart City vertical for Client, overseeing the implementation of intelligent infrastructure, IoT solutions, and urban digital transformation. This role requires close coordination with multiple stakeholders, including clients, government bodies, technology vendors, and service providers—ensuring seamless project execution aligned with strategic goals.

Key Responsibilities

Program Leadership & Execution

  • Lead the Smart City program, ensuring integration of IoT, AI, data analytics, and automation for enhanced urban management.

Stakeholder Engagement

  • Collaborate with Client teams, government agencies, technology providers, regulatory bodies, and other stakeholders to align project deliverables with strategic objectives.

Technology & Infrastructure Management

  • Oversee intelligent lighting, smart mobility, energy management, smart surveillance, public safety, digital twin solutions, and other applicable use cases for the Smart City initiative.

Vendor & Service Provider Coordination

  • Manage vendor selection, contract negotiations, and service level agreements (SLAs) to ensure quality and timely execution.

Program Governance & Compliance

  • Establish governance frameworks, track program performance through KPIs, and ensure adherence to ISO 37120/37122 (Smart Cities indicators), urban sustainability standards, and cybersecurity regulations.

Data-Driven Decision Making

  • Utilize real-time data analytics, AI-powered insights, and digital twin technology to optimize city operations and services.

Budget & Resource Management

  • Define and manage program budgets, allocate resources effectively, and ensure cost-efficient project execution.

Qualifications & Experience

Education

  • Bachelor’s or Master’s degree in Engineering, Smart Infrastructure, Urban Planning, IoT, or a related field.

Experience

  • 18+ years of relevant experience in Smart Cities, Digital Infrastructure, IoT-based Urban Solutions, and Program Management.

Certifications (Preferred)

  • PMP (Project Management Professional), Smart Cities Professional Certification, Six Sigma, ITIL, or equivalent.

Technical Expertise

  • Strong understanding of IoT for Smart Cities, AI-driven city operations, energy-efficient infrastructure, and intelligent mobility solutions.
  • Experience in urban digital transformation, smart governance, and public-private partnerships (PPP) for city projects.
  • Knowledge of cybersecurity, urban data platforms, cloud-based city management solutions, and sustainable city frameworks.
