Job Description
Position Objective:
- The Program Manager is the authorized representative of the Consultant for all activities in the Site Acquisition Department and is overall responsible for ensuring that all project tasks assigned to the Consultant are executed according to agreed plans and specifications. Assist GM in sites lease and acquisition-related activities, including negotiation, preparation of agreements, and dispute resolution.
Job Responsibilities:
- Counterpart of the Site Lease & Site Acquisition GM, responsible for end-to-end delivery including site acquisition, lease, and property management.
- Ensure departmental objectives are met, aligned with KPIs and SLAs.
- Lead strategic development of the organization.
- Manage, develop, and optimize processes, tools, and resources aligned with strategic goals.
- Lead department resources, ensuring alignment with KPIs and business objectives.
- Manage internal interfaces with departments like network demand, commercial, operations, finance, legal, and IT within SLA and KPI agreements.
- Lead relationships and resolve comments from internal and external auditors.
- Oversee dashboard and reporting development.
- Develop and manage team performance and KPIs.
- Manage external interfaces such as Baladiyah, governments, SPGA, and real estate evaluators within SLA and KPI agreements.
- Lead acquisition plans to meet customer demands within regulations and SLA.
- Maintain current lease contracts, optimizing lease value for fair market valuation.
- Manage the organization's overall budget and assets.
- Communicate with external stakeholders like governments and municipalities to secure necessary permissions within SLA.
- Manage and resolve risks and issues related to scope changes.
- Lead internal and external stakeholder meetings as required.
- Report program status and KPIs to higher management.
- Perform other related duties as assigned.
Qualifications & Experience
- University Degree (preferably master's or higher) in telecommunication engineering or equivalent.
- Minimum of 15 years of telecommunication experience, with at least 5 years in a decision-making position managing a large department or project.
- Extensive knowledge and experience in project management, control, reporting, and coordination.
- Formal training in project management techniques (PMI, PRINCE, or similar) is an advantage.
- Strong experience in building Mobile Passive Infrastructure Networks.
- Essential skills include teamwork, communication, and knowledge transfer capabilities.
- Excellent command of English; Arabic language skills are a plus.
