Job Role

The Director of Procurement and Subcontracting Department is responsible for managing the supplier network, evaluating their performance, negotiating contracts, reviewing prices and conditions, improving relations with suppliers, enhancing operational efficiency, developing procurement strategies and setting procurement priorities in line with the company's objectives, including studying market trends, developing supply plans and generating performance reports.

Responsibilities
  • Develop procurement strategies and prioritize procurement in line with the company's objectives.
  • Ensure the best prices and quality of products while adhering to the budget.
  • Supervising purchase requisition, tendering and bidding processes.
  • Work on evaluating suppliers periodically and ensure prices, quality and performance
  • Create periodic performance reports (financial savings, procurement efficiency)
  • Signing all contracts with suppliers within the planned deadlines and applying delay fines according to the signed contracts in case of breach of obligations.
  • Analyze the company's needs for materials and services and develop plans to mitigate supply risks (delays, quality, price fluctuations) while studying market trends (physical, logistical, economic) and proposing proactive plans
  • Developing supplier management policies (evaluation, classification, strategic partnership)
Qualifications
  • Experience in the same field of not less than (10) years in Infrastructure contracting companies.
  • Bachelor's degree in procurement management or related.
  • Professional certificate in the field of procurement management .
  • Knowledge of procurement management systems and tools ( ERP, Oracle, etc.).
  • Knowledge in cost optimization and risk mitigation in contracts.
  • Knowledge in subcontractors’ prequalification’s and onboarding.
  • Ability to make decisions under pressure and complete tasks on time
  • Ability to manage critical relationships with stakeholders and clients.
  • Deep understanding of commercial and financial procurement laws.
  • Leadership and strategic negotiation skills.
