Job Description – Procurement Manager

The Procurement Officer investigates the market with specifications and performance requirements for the company. His responsibilities include analyzing technical and commercial data based on responses received, reiterating with bidders, and recommending the most desirable options using tools like bid comparison tables or BOQs. Upon approval, the Procurement Officer issues Purchase Orders, tracks and expedites supplies, and handles inspections and delivery to site. The officer also provides assistance in supplier-site coordination for site handling, storage, installation, and commissioning.

Skills

• Minimum 5 years of procurement experience in contracting or manufacturing industry desirable
• Proficient in English (written and spoken), high computer skills
• Knowledge of Middle East markets desirable
• Ability to appoint subcontractors

Diploma in Electrical Engineering

List of Duties

1. Identify all requirements in requisitions for purchase issued by the Design Department.
2. Maintain the BOQ with updates from suppliers until after awarding the contract.
3. Receive price quotations (competitive quotes).
4. Prepare comparison schedules.
5. Reiterate with designers and suppliers for finalization of quantity and quality.
6. Establish delivery terms, timing, and inspection stages with the Project Management Team.
7. Ensure all potential suppliers are provided with identical information to ensure fair quotation processes.
8. Negotiate the best payment terms and contract conditions, maintaining integrity.
9. Keep accurate records to justify the procurement process and decisions.
10. Issue Purchase Orders.
11. Track and expedite shipments.
12. Handle delivery and inspection of items; assist with insurance claims if necessary.
13. Manage storage and handling on-site before use, during installation and commissioning, and handle surplus or defective materials after project completion.
14. Coordinate client acceptance/rejection, warranties, and follow-up with suppliers until project completion.
15. Stay updated with market developments and assist in vendor development.
16. Participate in company development training programs.
17. Report on budget versus actual performance on a project basis.
18. Arrange and participate in meetings between suppliers and company personnel to facilitate standardization and economical procurement.
19. Assist Tendering and Costing Departments as required.
