As a Procurement Manager,your key role is managing all procurement activities related to electrical substation projects. The ideal candidate will have a proven track record working with major clients such as Aramco, Maaden, andSaudi Electricity Company (SEC). This role requires strong expertise in sourcing, negotiations, and procurement processes, with the ability to lead procurement planning and execution effectively.

Key Accountabilities
  • Develop and execute procurement and sourcing plans aligned with project requirements.
  • Review Material Requests (MR),and float Requests for Quotations (RFQ) to approved vendors.
  • Follow up on technical and commercial offers, ensuring timely closure of technical/commercial quotes (TQs).
  • Lead commercial negotiations with vendors, ensuring technically compliant and cost-effective proposals.
  • Conduct internal estimation and budget checks for procurement activities.
  • FacilitateCommercial Bid Evaluation (CBE)approvals from management.
  • Prepare and issueletters of intent (LOI)and purchase orders (POs)in accordance with project timelines.
  • Coordinate closely with project teams to ensure procurement milestones are met.
  • Manage vendor relationships and maintain a qualified vendor database.
  • Monitor procurement progress, track delivery schedules, and resolve issues proactively.
  • Ensure procurement activities comply with project safety, quality, and technical standards.
  • Prepare procurement reports, status updates, and documents required for audits and project tracking.
  • Support negotiation strategies to optimize costs and improve procurement efficiency.
  • Collaborate with project teams on procurement risk management and contract management.
Knowledge, Skills, and Experience

We Are Looking For:

  • Bachelor's Degree in Engineering or related field.
  • 10-15 years of procurement experience, specifically in electrical substation projects.
  • Demonstrable work experience with Aramco, Maaden, and SEC projects.
  • Strong procurement processes expertise in RFQ, bid evaluation, negotiations, and PO issuance.
  • Experience in handling large-scale project procurement with multiple stakeholders.
  • Excellent negotiation, communication, and stakeholder management skills.
  • Familiarity with procurement documentation, contractual principles, and project management software.
  • Proactive, detail-oriented, and capable of working under tight deadlines.
  • Ability to demonstrate procurement capabilities through prior project reports and success stories.
  • Proven experience in sourcing electrical equipment, materials, & services specific to substation projects.
  • Knowledge of relevant standards, the supplier market, and industry best practices.
