JOB DESCRIPTION
Job Summary
KEY RESPONSIBILITIES:
Ensure procurement activities meet project deadlines and business needs thru development of procurement plans aligned with project schedules and operational requirements.
Negotiate and manage suppliers to ensure timely sourcing of high-quality materials, equipment, and services at competitive prices in compliance with project specifications and timelines.
Develop strong relationships with suppliers, carry out regular performance evaluations, and build strategic partnerships to ensure reliability and quality.
Design and implement cost-saving strategies, targeting reductions in material and service costs without compromising quality and delivery standards.
Effectively Negotiate and manage supplier contracts, ensuring most-feasible terms, risk mitigation, and compliance with delivery schedules.
Monitor market trends, supplier performance, and cost fluctuations to mitigate supply chain risks, including possible delays, cost overruns, and quality issues by developing contingency sourcing and inventory strategies.
Collaborate with project managers, engineering, operations, Planning and Finance teams to align and forecast material and service requirements within available budgets, prepare purchase orders, and manage procurement schedules for projects, including shutdowns and turnarounds.
Maximize utilization of Oracle systems to streamline procurement processes, optimize inventory levels, and enhance supply chain efficiency.
Ensure all procurement activities comply with company policies, industry standards, and regulatory requirements.
Minimum Educational Qualification
Degree in Mechanical, Electrical, or Instrument Engineering.
Minimum 15 years of procurement experience in Oil and Gas Industry, EPC/modular system fabrication organizations within the process industry, with at least 5 years in a Managerial role.
Minimum 3 years of relevant experience in Saudi Arabia, especially in plant maintenance / shutdown projects with SABIC & Aramco affiliates.
Familiarity with International Engineering Standards (ASTM, API, ANSI, AWWA, BS, DIN, etc.).
Experience in sourcing mechanical, electrical, automation, and control components/systems.
Exposure to international manufacturers, Suppliers, pricing, and market trends.
Hands-on knowledge of import/export practices.
Understanding of commercial and contractual aspects of procurement, including Incoterms, FIDIC, and trade barriers.
Proficiency in Microsoft Office and ERP systems.
Strong English language skills (reading, writing, speaking); Arabic is preferred.
Physical: Ability to handle long working hours when required.
Mental: Strong analytical, negotiation, and decision-making skills.
Social: Excellent coordination, communication, and team leadership.
Technical: Proficiency in Microsoft Office, ERP systems, and knowledge of international procurement standards.
SPECIAL REMARKS:
Proven experience in setting up functional procurement teams, workflows, and operational guidelines.
Ability to manage multiple projects and priorities effectively.
Capable of working under pressure and meeting tight deadlines.
