Jobholders at this level are experienced professionals capable of conducting work with general directions. They are primarily concerned with developing solutions to challenges which require some analysis to understand and resolve, and addressing issues escalated from junior levels.
They undertake complex operational activities including assessing complex bids and quotations against set criteria, assisting the Committee in the financial assessment of shortlisted bidders, reporting Committee's decisions, assisting in payment negotiations, and evaluating change requests.
Job Responsibilities
Procurement Planning
- Develop procurement strategy and objectives aligned with internal needs, best practices, ZATCA overall strategy, and government directions.
- Create procurement programs outlining volume, nature, and timing of needed goods and services to track transactions and gain insights on purchases, orders, and payments.
- Update procurement policies, standards, guidelines, and tools based on lessons learned to support forecasting and planning.
- Gather procurement requirements from ZATCA functions timely.
- Identify sourcing types based on requirements.
- Conduct market analysis to identify suppliers and gather input on schedules and costs.
- Consolidate requirements into an annual procurement plan, including quantities, methods, costs, and schedules.
- Publish procurement plan on Etimad and ZATCA portals.
- Develop guidelines for emergency procurement procedures.
Supplier Management
- Establish and update pre-qualification criteria for supplier registration and assessment.
- Maintain and verify supplier registration database.
- Coordinate with functions on procurement progress.
Reporting
- Monitor procurement performance and develop reports/dashboard against KPIs.
Organization & Operations
- Adhere to policies and SOPs for consistent work execution.
- Assist in resolving escalated issues and support junior staff.
- Escalate complex issues appropriately.
- Perform additional duties as assigned.
People Management
- Train junior staff and transfer knowledge.
- Provide clear directives, prioritize, delegate, and monitor workflow.
- Support staff in policy and process adherence.
Education
Bachelor's degree in Business Administration, Engineering, or equivalent required.
Experience
Minimum of 4 years relevant experience.
