Title:
Procurement, Cost and Commercial Director

Project Description:
The project is a major built environment programme for a mixed-use development aiming to be a global landmark recognized for its unique vision and as an authentic destination in Riyadh. The community will be a self-sustaining hub offering iconic assets. KBR will provide Project Management Consultancy services in project planning, controls, design and engineering management, and implementation of development and early works packages.
The Role:
Reporting to the Programme Director, the Procurement, Cost and Commercial Director is responsible for managing procurement, cost, and commercial activities of the PMC.
Main Responsibilities:
Procurement:
- Directs and manages the evaluation process for all tendered projects within the programme.
- Leads evaluation teams comprising PMC pre-contracts support staff, project controls staff, and design consultants.
- Ensures timely delivery of evaluation reports.
- Prepares evaluation reports, cover letters, and presentation documents for the client.
- Interfaces with the Main Project Steering Committee.
Cost:
- Develops and implements cost estimating and commercial strategies.
- Leads teams of cost controllers, estimators, contract administrators, and quantity surveyors.
- Coordinates with authorities to obtain necessary documentation for approvals.
- Establishes and maintains estimating, cost control, and reporting standards.
- Prepares and maintains project cost breakdown structures, budgets, cash flows, and cost reports.
Commercial:
- Leads the commercial team to ensure timely procurement of materials, equipment, and services within budget and in accordance with project procedures.
- Ensures timely production of commercial deliverables.
- Develops and implements commercial strategies.
- Interfaces with authorities for necessary documentation and approvals.
- Prepares commercial reports throughout the project lifecycle.
General:
- Prepares monthly and weekly reports.
- Prepares and delivers presentations.
Experience, Skills, and Knowledge:
- BSc in Quantity Surveying or Master's Degree.
- Minimum 20 years of overall experience.
- At least 10 years in a similar role.
- At least 5 years of Middle East experience.
- Strong knowledge of cost control, estimating, and commercial aspects of civil and infrastructure projects.
- Experience managing teams of over 20 people.
- Proficient in MS Office and project management software.
- Membership of a recognized professional body (e.g., MRICS, FRICS).
- Experience with international contracting mechanisms like FIDIC, NCE.
- Fluent in English, both written and spoken.
