Candidate: Holding a Western Passport - Minimum of 17 years experience (5 years in the GCC)

Position Summary:

We are seeking an experienced Procurement and Contract Manager to lead and manage procurement operations and contract administration for major infrastructure or industrial projects in Saudi Arabia. The ideal candidate will bring strategic sourcing expertise, robust contract negotiation skills, and strong stakeholder management to support project delivery in line with regulatory and client standards.

Key Responsibilities:

  • Develop and execute procurement strategies aligned with project timelines and cost objectives.
  • Manage end-to-end procurement processes, including RFQs, RFPs, bid evaluations, negotiations, and award recommendations.
  • Draft, review, and administer complex contracts (FIDIC or other applicable frameworks).
  • Monitor contractor/supplier performance to ensure compliance with contract terms, KPIs, and SLAs.
  • Collaborate closely with project management, legal, finance, and operations teams.
  • Ensure all procurement and contractual activities comply with local regulations and international best practices.
  • Lead risk assessment and mitigation activities related to supply chain and contractual obligations.
  • Prepare reports and briefings for senior leadership and clients.
  • Manage supplier relationships and drive value through strategic sourcing and vendor development.

Key Requirements:

  • Nationality: Western passport holder (UK, EU, US, Canada, Australia, New Zealand, etc.).
  • Experience: 17+ years in procurement and contracts management, preferably within large-scale infrastructure, construction, or industrial projects.
  • Education: Bachelor’s degree in Supply Chain Management, Engineering, Business Administration, or related field. A Master’s degree or professional certification (e.g., CIPS, PMP, RICS) is an advantage.
  • Knowledge: Strong understanding of international procurement laws, Saudi Arabian regulatory environment, and contract frameworks such as FIDIC.
  • Skills:
  • Excellent negotiation, drafting, and analytical skills
  • High-level communication and leadership abilities
  • Proficiency in ERP and procurement software (SAP, Oracle, etc.)
