Procurement Buyer Analyst

Location: Dammam - Eastern Province - Saudi Arabia

Department: Procurement

Position: Buyer

Purpose

Purchase equipment, services, and materials from approved suppliers and subcontractors in a timely manner, ensuring the best customer service level. Optimize the purchasing cycle, maximize quality, minimize costs, and ensure compliance with all specifications in purchase orders and contracts.

Main Responsibilities
  1. Establish a work plan considering business priorities, vendor and end-user criticalities. Understand the market, sourcing process, and technicalities.
  2. Assess the market to define an eligible vendor list that complies with quality and safety policies and has a strong financial standing. Verify technical specifications with the end user.
  3. Purchase the best products or services offering value-for-money by assessing economic and technical proposals from suppliers.
  4. Provide key data based on numerical analysis for decision-making. Manage control processes, detect deviations, and implement improvements.
  5. Ensure fulfillment of purchase orders and contracts, and define logistics such as maritime, land, or air transportation.
  6. Seek cycle improvements by developing new or alternative products, services, and suppliers, maximizing quality, and minimizing costs, lead times, and liabilities.
  7. Understand safety parameters related to each purchase type and select suitable suppliers accordingly, considering safety indicators and HSE audit results.
  8. Coordinate activities to establish new contracts with involved departments within Exiros or clients, including Quality, Safety, Human Resources, Maintenance, Legal, Compliance, and Supply Chain.
  9. Ensure suppliers are aware of company HSE policies for critical services and ensure compliance with company policies and standards, including SOX regulations.
