Overview
The role holder is responsible for leading and managing all procurement activities, taking ownership of the procurement process to ensure service delivery in a cost-effective manner in line with the stated strategy and defined service level agreements. The role holder shall carry out duties in accordance with the stipulated business policies and procedures.
Responsibilities
- Perform all procurement activities related to procurement projects from RFP development to supplier selection and contract signature.
- Provide inputs and execute sourcing strategy based on supervising director.
- Complete and report purchasing requests to supervising director.
- Lead purchasing requests, evaluate completeness, classify according to value (e.g., risk, financial), and assign to purchasing analysts.
- Assist in managing SLAs for Tendered / Non-Tendered Change Orders as well as Change Orders for the supplier market and spend categories.
- Perform execution-focused service delivery functions and processes.
- Provide input to supervising director to track supply market trends (competitive pressures, new entrants, substituting products or services, changes in the value chain).
- Contribute to developing segmentation criteria and mapping supply base to desired relationship type.
- Provide input on supply and financial risks of suppliers to supervising director.
- Manage catalogue of suppliers and update it regularly.
- Lead potential procurement synergies with other subsidiaries and manage their implementation in coordination with Synergies.
- Manage business cases, including need for cross-functional resources, timeframe and targets.
- Review historical data to provide demand/consumption trends and track deviations.
- Oversee business planning efforts with the Procurement GM.
- Participate in changing in-stc needs by working with other sectors and prioritize sourcing initiatives.
- Supervise purchasing requirements and project specifications with unit management and suppliers.
Qualifications
- Years Of Experience: Minimum of 5 years of experience in a related discipline.
- Nature Of Experience: Prior experience in purchasing and procurement operations, and contract management in telecommunication industry.
- Job Band: Sr. Professional.
- Skills: Strong knowledge of procurement principles; strong knowledge of supply chain concepts; knowledge of technology products; knowledge of RFI/RFQ/RFP(s), vendor selection and negotiating processes; strong analytical and problem solving ability; people management and interpersonal skills; planning and scheduling skills; vendor management skills; strong negotiation skills; business acumen skills; ability to contribute breakthrough ideas; ability to manage multiple projects in a fast-paced environment; management skills & cultural intelligence; knowledge of the market and relevant external service providers for procurement.
- Education: Bachelor Degree in Engineering or Business Administration.
- Certifications: Certified International Procurement Professional (CIPP); Certified Professional in Supply Chain Management (CPSM); CIPS Level 6 Professional Diploma in Procurement and Supply.
