Job Description:

Parsons is looking for an amazingly talented Procurement and Contracts Manager to join our team! In this role you will be responsible for leading and managing all procurement and contract-related activities for an ultra-luxury hospitality project in the Kingdom of Saudi Arabia. The role requires deep expertise in contract administration, procurement strategy, vendor management, and legal compliance—particularly within the GCC region. The ideal candidate will have extensive experience with PMC firms and ultra-luxury hospitality developments and will ensure all commercial processes align with KSA regulations, project goals, and international standards.

Key Responsibilities:


• Develop and implement procurement strategies aligned with project goals, timelines, and budgets.
• Lead the preparation, review, and administration of RFPs, RFQs, and tender documentation for consultants, contractors, and suppliers.
• Manage prequalification, bidding, evaluation, negotiation, and award processes in accordance with KSA law and client requirements.
• Draft, review, and finalize contracts ensuring alignment with Saudi law, international standards (FIDIC, etc.), and project-specific terms.
• Ensure that procurement activities comply with local authority guidelines, PIF standards, and best practices in luxury hospitality projects.
• Work closely with design, engineering, and project controls teams to ensure that procurement supports project timelines and scope.
• Oversee the performance of suppliers and contractors, managing contract compliance, variations, claims, and disputes.
• Lead contract close-out, extensions, and renewals, maintaining detailed records and audit trails.
• Provide ongoing risk assessment and mitigation strategies related to commercial and procurement activities.
• Serve as the key point of contact for procurement and contract matters with clients, stakeholders, and legal advisors.
• Prepare reports and dashboards on procurement progress, KPIs, and cost performance for senior leadership.

Qualifications & Experience:


• Bachelor’s Degree in Quantity Surveying, Engineering, Construction Management, Law, or a related field. A Master’s or professional certifications (MRICS, CIPS, PMP, etc.) are a plus.
• Minimum 12–15 years of experience in procurement and contracts, with a strong record in PMC and ultra-luxury hospitality or high-profile mixed-use projects.
• Extensive knowledge of procurement regulations and contract laws in KSA and broader GCC countries.
• Familiarity with FIDIC contracts and other standard forms used in the region.
• Proven ability to lead negotiations, manage risks, and resolve contractual issues effectively.
• Experience working with public-sector entities, especially projects backed by PIF or similar institutions, is an advantage.
• Strong commercial awareness, analytical skills, and strategic thinking.
• Fluent in English; Arabic is an advantage.
