Role Objective
Evaluate subcontractor technical and commercial proposals, design integrated solutions that leverage internal team capabilities and support competitive bids to ensure win probability and profitability.
Opportunity & Proposal Evaluation
- Review RFPs and bid documents to identify requirements, risks, and compliance gaps.
- Evaluate subcontractor proposals for technical completeness, capability fit, and commercial soundness.
- Perform cost and margin analysis to support bid/no-bid decisions.
Solution Architecture & Design
- Architect the overall solution combining internal team contributions and subcontractor scope.
- Define clear roles, responsibilities, and technical interfaces between parties.
- Optimize delivery models for cost efficiency and technical excellence.
- Prepare solution diagrams and service delivery documentation.
Proposal Development & Bid Support
- Draft technical sections of the bid proposal ensuring compliance with RFP requirements.
- Validate pricing structure and subcontractor markups to achieve target profitability.
- Support bid clarification sessions and technical presentations with the client.
Stakeholder & Subcontractor Management
- Coordinate with subcontractors to align on scope, pricing, and delivery commitments.
- Provide technical and commercial inputs for teaming agreements.
- Act as the technical liaison between internal stakeholders and external partners.
Continuous Improvement
- Capture lessons learned from wins and losses to refine future bid strategies.
- Maintain a library of solution templates, costing models, and competitive intelligence.
Job Requirements
- Bachelor’s degree in Engineering, Computer Science, Business, or a related field.
- Minimum 15 years of experience in proposal evaluation, solution architecture, or bid management in a technical or engineering environment.
- Proven experience working with subcontractors and managing technical/commercial proposals.
