Job description

The PMO Director will lead and manage the Project Management Office (PMO) with a strong focus on execution, advisory support, project governance, and compliance. This strategic leadership role is essential to standardizing project delivery, ensuring operational control, and enabling transparency across complex, government-funded infrastructure projects.


Key Accountabilities
  • Establish and enforce standardized project management methodologies, templates, and controls.
  • Oversee project planning, scheduling, cost control, risk tracking, and change control.
  • Monitor project health using KPIs, dashboards, audits, and milestone reviews.
  • Ensure full compliance with contract terms, internal policies, and government standards.
  • Lead the implementation and optimization of Oracle NetSuite Project Module.
  • Maintain real-time, integrated project data to support forecasting and performance reporting.
  • Build and lead a multidisciplinary PMO team including planners, cost controllers, and compliance staff.
  • Define clear roles, workflows, and accountability across PMO functions.
  • Develop training and coaching programs for engineers and project managers.
  • Lead internal audits and continuous improvement initiatives.
  • Cultivate a culture of excellence and standardized delivery practices.
  • Act as the main liaison between the PMO and internal departments (Finance, Procurement, Engineering, HR).
  • Engage with government stakeholders and consultants to ensure compliance and alignment.
  • Provide executive-level reporting on project risks, progress, and strategic decisions.
Knowledge, Skills, and Experience

We Are Looking For:


  • Bachelor’s degree in Engineering or Construction Management.
  • Minimum of 5 years of experience in project management or PMO leadership.
  • Contractor-side experience is required.
  • Construction/infrastructure sector experience, ideally with government-funded projects.
  • Deep understanding of project governance, cost control, scheduling, risk, and compliance.
  • Proficiency in Oracle NetSuite Projects Module (or similar ERP/project systems).
  • PMP, PgMP, or other relevant certifications are a strong advantage.
  • Strong leadership, communication, and execution-driven mindset.
