Job Purpose:

The job holder is responsible for overseeing the accurate implementation and validation of payroll and benefits transactions and reports to ensure they are administered within set timeframes, guidelines, and policies.

Responsibilities

Roles & Responsibilities

  1. Contribute to the development of the Human Capital Services business plan, ensuring alignment with ZATCA strategy.
  2. Develop the operational plan for Payroll and Benefits Administration in line with the Human Capital Services business plan and strategic plan.
  3. Implement plans and provide input to enable achievement of Payroll and Benefits Administration goals supporting ZATCA's strategic plans.
  4. Discuss budgeting requirements with top management and contribute to the budgeting process.
  5. Ensure effective utilization of the budget, report progress, and address challenges.
  6. Investigate and propose initiatives that positively impact finances and mitigate risks.
  7. Oversee the implementation of payroll policies and ensure timely communication with stakeholders.
  8. Maintain and update payroll system data regularly for accuracy and proper archiving.
  9. Review payroll calculations to ensure compliance with policies and handle exceptions appropriately.
  10. Validate and administer payroll transactions within set guidelines and timelines.
  11. Communicate payroll decisions promptly to relevant entities.
  12. Analyze employee statistics to ensure salary accuracy and validity.
  13. Address employee inquiries and business requests related to payroll to maintain satisfaction.
  14. Prepare benefits transactions accurately and timely.
  15. Monitor GOSI administrative services and stay updated on policies for proper implementation.
  16. Manage HLP program development and coordination with banks for certification issuance.
  17. Analyze employee statistics for benefits, bonuses, allowances, and promotions.
  18. Review housing requests and coordinate with Finance for allocations.
  19. Validate and administer benefit-related transactions within guidelines.
  20. Attend to employee inquiries regarding benefits to ensure clarity and satisfaction.
  21. Participate in talent recruitment activities.
  22. Guide and support team members, develop performance objectives, and provide feedback.
  23. Create a high-performance environment aligned with ZATCA values.

Education & Certifications:

  • Bachelor's degree in Human Resources Management, Business Administration, or equivalent.
  • Master's degree in the same fields is preferred.

Knowledge & Experience:

At least 8 years of relevant experience, including 3 years in a managerial role.
