Job Description:

Parsons is looking for an amazingly talented Package Manager - Design (Infrastructure) to support the development and execution of a large-scale airport project, covering landside and airside infrastructure. The ideal candidate will have 15 years of proven experience managing multi-disciplinary design packages in complex infrastructure projects, preferably within the aviation sector.

This role is pivotal in driving end-to-end coordination and delivery of assigned infrastructure packages, ensuring design compliance, constructability, and integration with airport systems and stakeholder requirements.

What You'll Be Doing;

  • Lead and manage infrastructure design packages (e.g., runways, taxiways, aprons, roads, utilities, stormwater, sewerage, and ancillary facilities) from concept to IFC (Issued for Construction) stage.
  • Coordinate design activities with internal and external design consultants, contractors, and client representatives.
  • Review and approve design deliverables, ensuring alignment with project specifications, codes, and airport authority requirements.
  • Ensure the timely delivery of designs in accordance with overall project schedules and milestones.
  • Manage interfaces between infrastructure packages and other systems (e.g., terminals, baggage handling, AGL, ICT, fuel hydrant systems, and mechanical/electrical utilities).
  • Conduct design coordination meetings, workshops, and interface resolution sessions across multidisciplinary teams.
  • Monitor design changes and ensure timely resolution of design issues impacting construction, safety, or operations.
  • Provide technical leadership across infrastructure design disciplines including civil, utilities, and enabling works.
  • Ensure all designs comply with international and local standards (e.g., ICAO, FAA, IBC, NFPA, and local municipal codes).
  • Drive constructability, maintainability, and operational integration in the design process.
  • Support value engineering exercises and risk management processes for assigned packages.
  • Oversee preparation and review of key technical documents including design reports, drawings, specifications, method statements, and BOQs.
  • Ensure proper management of design documents via EDMS and design control systems.
  • Coordinate and manage design submissions for authority approvals and permitting processes.
  • Act as the single point of contact for assigned design packages with clients, consultants, contractors, and airport authorities.
  • Support the procurement and tendering processes by providing technical input and design clarifications.
  • Represent the package in design progress reviews, technical meetings, and risk assessments.
  • Lead a team of discipline engineers, design coordinators, and consultants.
  • Provide mentorship and technical guidance to junior engineers and package support staff.
  • Contribute to continuous improvement initiatives in design management processes, tools, and standards

What Required Skills You'll Bring;

  • Minimum 15 years of experience in design management of infrastructure projects, with at least 5 years on airport or large-scale transport infrastructure.
  • Strong track record in leading multi-disciplinary design teams across various infrastructure packages.
  • Bachelor’s degree in Civil Engineering, Infrastructure Engineering, or a related field. Master’s degree preferred.
  • Extensive understanding of infrastructure systems design: earthworks, drainage, roads, utilities, pavements, and enabling works.
  • Familiarity with international design codes (ICAO, FAA, ACI, AASHTO, BS/EN, etc.) and airport-specific infrastructure standards.
  • Expertise in using design software such as AutoCAD Civil 3D, MicroStation, BIM tools, and document management platforms.
  • Excellent planning, coordination, communication, and reporting skills in complex stakeholder environments.
  • Certification in Design/Project Management (e.g., PMP, PMI-SP, PRINCE2).
  • Experience in working with airport operators, international consultants, and regulatory agencies.
  • Exposure to digital engineering environments (e.g., BIM Level 2, Common Data Environments, clash detection platforms).
  • Knowledge of sustainability and resilience in infrastructure design (e.g., LEED, Envision frameworks).
