JOB PURPOSE
Manage all operations and maintenance activities to ensure safe and efficient operation through a team of site based shift engineers and operators. Develop the short and long term operation and maintenance strategy for the plant and build a capable team of shift engineers, process engineers, maintenance engineers, operators, maintenance technicians and shift chemists to support that strategy. Oversee day to day plant operation and maintenance in accordance with good utility practice, dispatch instructions, company rules and procedures, OEM guidelines, legal, environmental, contractual and other requirements. Key role in the management of the O&M agreement with the Owner and the WPA with the Off-taker. Ensure the plant meets safety, availability, reliability, efficiency, generation and budget targets. Establish appropriate procedures and computerized maintenance management processes, in particular the permit to work system. Coordinate O&M activities with finance and accounting, administration and HSE. Define, manage and monitor the O&M budget in line with the overall company budget.
KEY ACCOUNTABILITIES
- Coordinate all operation and maintenance activities safely and efficiently, according to good utility practice, dispatch instructions, OEM guidelines, legal, environmental, contractual and other requirements.
- Deliver high levels of commercial availability and RO plant efficiency through good operations within HSE limits and budget.
- Develop and implement a long term operations and maintenance strategy.
- Manage day-to-day operations and maintenance of the plant through a dedicated O&M team.
- Be responsible for the O&M QA/QC, Root Cause Analysis Program.
- Administer the Permit to Work system through a computerized management program.
- Determine and schedule resources and requirements for each O&M activity.
- Establish O&M business processes and review, implement and monitor adherence to O&M Methods and Procedures.
- Develop, achieve and report O&M KPIs and objectives in line with the Business Plan.
- Manage O&M related issues in the Services Agreements for planned and unplanned outage services of the RO Plant.
- Efficient management of resources, supplies and consumables while controlling risks to the business.
- Adhere to Quality, Health, Safety and Environmental policies and standards.
- Organize risk analyses for O&M tasks and implement procedures, documentation, drawings and manuals management.
- Maintain high standards of management, ethics and leadership; establish and facilitate training programs for development and competence; implement lessons learned processes; pursue a learning organization; perform succession planning for key staff.
- Lead performance management processes within the O&M teams; establish vertical/horizontal communication to keep members informed and engaged; coordinate with Finance, Purchasing, Administration and HR.
- Supervise use and auditing of Site Quality Assurance and Safety Programs; manage budget expenditures and capital planning for the O&M dept.
- Prepare specifications, plans and administer Third Party Contracts and other O&M support contracts; work closely with inspection and overhaul contractors.

JOB CONTEXT
Engie Al Jubail for O&M Company Ltd operates & maintains the SWRO Plant of 570,000 m3/day net potable water capacity. The company operates under an O&M agreement with the Owner, Al Jubail International Water Company, for a Greenfield IWP with a 25 year WPA and a single off-taker, SWPC. The job is based at Al Jubail SWRO Plant, located in Al Jubail, eastern Saudi Arabia, serving Riyadh and Qassim; the plant includes storage tanks and in-house solar capacity to reduce grid power use. The Job Holder leads the O&M Department, setting departmental objectives and delivering targets aligned with company strategy.

QUALIFICATIONS, EXPERIENCE AND SKILLS
Essential Qualifications
- An accredited Engineering degree
- Demonstrated competence at engineering level with adequate education and training
Experience
- At least 10 years experience in operations and maintenance of a large Power/Water Plant, preferably SWRO; 3 years in the capacity of an Operations Manager / Maintenance Manager
- Leading and managing people; use of safety systems; CMMS; budgeting and reporting; interaction with purchasing, finance and HR
Skills

- Language: English excellent; Arabic an advantage
