Job description

Job Title: Operational Buyer

This role involves developing and executing procurement strategies, managing supplier relationships, and ensuring timely delivery of goods and services for projects.

Responsibilities
  1. Determine, present, and implement the Procurement Plan for projects based on analysis of the main contract, project needs, and sourcing strategy.
  2. Provide input during the sales phase to assist in creating competitive budgets and initial project supply plans.
  3. Identify and manage risks and opportunities.
  4. Select suppliers in collaboration with the Project Manager, engineering, and contracts team.
  5. Execute RFQ processes, negotiate terms, and contract suppliers and subcontractors.
  6. Manage OTIF (On Time In Full) delivery according to project plans.
  7. Monitor and manage project performance of contracted suppliers.
  8. Support the Contracts Manager in developing and maintaining the supply base to meet strategic objectives.
Role Requirements
  • Excellent verbal and written communication skills in English and Arabic.
  • Experience handling the procurement cycle (P2P).
  • Supplier and subcontractor management, including pre- and post-contract activities, relationship management, procurement, and tendering.
  • Experience with M&E is advantageous.
  • Experience working closely with project teams, including project managers, planners, and engineers.
  • Purchasing experience in a dynamic, international environment.
  • Skills in purchasing creation, monitoring, and expediting.
  • Strong negotiation, contracting, and procurement skills.
