JOB DESCRIPTION
Title: OH&S Manager
Location: Riyadh, Saudi Arabia
Project Description:
The project is a major mixed-use development aiming to be a global landmark recognized for its unique vision and as an authentic destination in Riyadh. KBR will provide Project Management Consultancy services in project planning, controls, design and engineering management, and implementation of the development and early works packages.
The Role:
Reporting to the KBR OHSE Director, responsible for overseeing the Occupational Health and Safety performance of the programme.
Main Responsibilities:
- Develop project-specific OH&S Plans aligned with DC OHSMS and contractual obligations.
- Engage with competent authorities during site visits.
- Ensure compliance with DC OHSMS, OH&S Manual, Procedures, Saudi laws, and Regulations/Ministerial Decrees.
- Plan and record OH&S training, including site orientation/induction.
- Establish and evaluate competence of Construction Supervision Consultants and Contractors' OH&S staff.
- Manage vacations and leaves to ensure adequate site OH&S coverage.
- Review and approve MSRAs, ensuring proper documentation and validation.
- Address OH&S issues in progress meetings, ensuring follow-up and closure.
- Report and investigate incidents and breaches, providing detailed reports and recommendations.
- Review and validate weekly and monthly OH&S reports for KPIs and trending analysis.
- Implement proactive monitoring programs, including inspections, assessments, meetings, and workshops.
- Lead OH&S audits, inspections, and meetings, producing relevant reports.
- Issue OH&S enforcement notices when necessary.
- Distribute OH&S alerts and bulletins with approval.
- Keep all project OH&S plans and documents up to date.
- Review and approve OH&S related documents from Construction Supervision Consultants.
- Recommend recognition for good OH&S performance.
- Monitor OH&S performance of contractors and consultants.
- Provide leadership and guidance on OH&S matters within the team.
- Ensure compliance with KBR internal HSE requirements.
Experience, Skills, and Knowledge:
- BSc. Engineering or equivalent
- NEBOSH Diploma or NVQ5/BSc Diploma
- NEBOSH IGC and Construction Certification or equivalent
- IOSH, IIRSM or equivalent
- 8-10 years overall experience, with 5+ years in a similar role
- Experience in the Middle East for at least 5 years
- Excellent report writing and communication skills
- Experience working with multi-disciplinary teams
- Proficient in MS Office
- Arabic language skills are advantageous
- Experience on major projects in the Middle East
- Driving License
