A leading contracting company in Saudi Arabia seeks a skilled Estimator to manage project costs and prepare financial proposals effectively. The ideal candidate will review tender documents, engage with subcontractors, and ensure accuracy of financial estimates while adhering to safety regulations. Responsibilities will include meticulous cost comparisons and maintaining communication with project stakeholders to ensure the successful execution of project requirements.
1. Review the Tender Documents, B.O.Q, Drawings, and Specifications to recognize the scope of the Project.
2. Review all commercial aspects of Project Planning, Estimation, and Cost Management, including Tender Preparation, Risk Analysis, Quantity Survey of Construction projects, Client Monthly Progress Invoices, Earned Value Management, Cost Reports, Cash Flows, Forecasts, Variations, Claims, revision analysis, and interpretation of all contract agreements with clients, suppliers, consultants, and contractors to provide effective Financial Proposals.
3. Collect, Study, and Select appropriate Offers for Civil, Electrical, and Mechanical Works from Sub-Contractors and Suppliers, with regular inquiries to develop good Financial Proposals.
4. Conduct Cost comparisons of multiple offers to select technically and commercially suitable proposals.
5. Check Quantity Take-off Tables (prepared by Q.S.) from Tender Drawings and Documents to ensure accurate Financial Proposals based on quantities.
6. Apply Value Engineering to achieve maximum cost savings without compromising the technical aspects of the Project requirements.
7. Prepare the Final Tender's Technical and Financial Proposals.
8. Determine item pricing based on drawings during plan and specification reviews to ensure POQ compliance, understanding the implementation scope and finalizing the price.
9. Prepare estimates, expenditure statements, and necessary documentation at regular intervals throughout the project to continuously update costing elements, monitor price fluctuations, and market inflation.
10. Follow up with government departments regarding ongoing projects, establish and maintain tendering processes, and conduct negotiations.
11. Perform other related duties as required by the Direct Manager.
12. All work must adhere to HSE rules to ensure safety during operations, as per attached general rules.
