Regional Context
The Middle East and North Africa, Afghanistan, and Pakistan Region serves twenty two countries across different income groups, of which fourteen are active/potentially active IBRD/IDA borrowers (Afghanistan, Algeria, Djibouti, Egypt, Iran, Iraq, Jordan, Lebanon, Morocco, Pakistan, Syria, West Bank and Gaza, Tunisia, and Yemen), with a total of 251 projects and over $51 bn in total commitment. Eight are users of the Region's non-lending services, mostly on a reimbursable basis (Bahrain, Kuwait, Libya, Malta, Oman, Qatar, Saudi Arabia, and the United Arab Emirates). The mission of the region is to foster sustainable growth with a focus on job creation and poverty reduction, economic and social inclusion, and good governance. Duties and Accountabilities:
Reporting to the Regional Director of Strategy and Operations (DSO), the Regional Hub Manager plays a managerial and coordination role and holds overall managerial and administrative responsibilities for the functioning of Riyadh Regional Hub and managerial oversight of MNC05 with supervisory responsibilities.
The Regional Hub Manager is accountable for performing the responsibilities, modeling the behaviors and maintaining the technical competencies in his or her capacity as a member of the Regional Management Team. Accountability means being answerable for managing quality, risks, results, institutional initiatives and compliance with Bank policies and procedures.
The Regional Hub Manager plays a managerial and coordination role for the Hub and CMU, and holds overall administrative responsibilities for Hub's functioning. S/he will manage Hub-specific administrative functions, supervising the Hub administration team and several contractors and contracted services under the region's purview, and in collaboration with Corporate Units, coordinate and monitor those services delivered by units such as GCS, ITS, BPS, and HSD.All corporate units staffing and operations will remain under the direct responsibility of these respective VPUs, and their local teams will work in partnership with the Regional Hub manager. The position entails closely interacting with IFC, MIGA, and a range of WBG departments.
Specifically, the Regional Hub Manager is responsible for the following:
Regional Hub Management:
• Formally serve as the Administrative Manager for the running of the Hub.
• Lead Hub-level implementation of applicable aspects of the regional Global Footprint Strategy in close coordination with various VPUs. This includes providing advice/input to other larger/growing offices in the region or other regions.
• Ensure that framework agreements, such as Memoranda of Understanding (MOUs) with other relevant WBG VPUs/units/organizations, are in place and continuously monitored to govern staff presence and the delivery of administrative services by corporate units where applicable, including a robust performance management system.
• Create a culture of continuous improvement to drive optimal performance for the Hub. Promote common capabilities and the use of quality enhancement frameworks. Foster collaboration and knowledge sharing through communities of practice and other such forums.
Oversee Hub General Administration:
• Working in partnership with relevant HQ-based WBG units, develop, monitor, and communicate a set of adapted policies and procedures that will facilitate the effective functioning of the hub.
• Co-lead the joint IBRD-IFC Facilities Management Committee.
• Manage the delivery of a suite of Bank and shared administrative services, including, but not limited to, reception and switchboard services, office supplies, mail and courier services, cafeteria, and staff and visitor parking, etc. In addition, the Hub
• Manager will monitor the delivery of services that are managed by GCS and HSD.
Manage the Hub Administrative Budget and Outsourced Services to achieve cost efficiency, value for money in compliance with WBG policies and procedures.
• Similarly, security and facilities-related expenditures, including rent, utilities, facilities operations and maintenance, and depreciation will be under the responsibility of GCS while ITS and HSD will be responsible for their respective budgets and expenses.
• Under the guidance of the RVP and DSO, lead the Hub Administrative Procurement Committee (APC) working closely with GCS and BPS to continuously improve adapted policies and procedures controls over procurement and vendor management as well as provide inputs to HSD in discharging their responsibilities for health-related vendor management.
• Lead innovations that improve efficiency and effectiveness of administrative services, including use of new technology and systems.
• Manage the overall non operations events management function, including developing communication material promoting the hub within the WBG, in collaboration with local corporate units' teams, as needed.
Knowledge Sharing across WBG:
• Work closely with the World Bank Group to support knowledge sharing across the WBG.
• Liaise with Operations Teams and Units based in Riyadh to support knowledge and learning activities including discussions around WBG Flagship reports and public engagement events.
Crisis and Risk Management:
• Under the guidance of the RVP and DSO identify, prioritize, monitor, and report operational risks related to the hub, in consultation with CRO, Corporate Security, HSD, ITS, and other WBG corporate units involved in risk identification, mitigation and response.
• Participate in relevant Risk Management committees and working groups.
Suggest business process improvements and processes that meet the needs of the regional hub facility.
• Be a member of the Crisis Management Team, and under the RVP Leadership be assigned responsibilities as per Corporate Security framework.
Manage Staff/Teams:
• Lead and inspire direct reports and their teams to perform and deliver for better results; help others achieve their fullest potential through coaching and mentorship.
• Build direct reports and their teams talent and capacity through effective deployment of learning programs and promoting career development through on-the-job and formal training opportunities.
• Model inclusive behavior and promote strong Hub-mapped staff engagement.
• Lead preparation of annual resource requirements (Hub-mapped staff headcount and Hub budget) of the hub unit.
Selection Criteria
Qualifications, Skills, and Experience
• Master's degree in technical fields, Finance, Law, Management or other related fields
• 12 years of practical experience in leading operations and analytical work, as well as experience in managing a technical unit country office.
• Good understanding/exposure to WBG administrative procedures.
• Excellent leadership and influencing skills
• Ability to work under pressure
• Exceptional organizational and prioritization skills
• Strong written and verbal communication and interpersonal skills
• Strong planning and budgeting skills
