ROLE OVERVIEW
The Indirect Procurement Lead is responsible for procurement and commercial management activities and providing support to the Procurement Manager.
KEY ACCOUNTABILITIES AND ACTIVITIES
- Development of tender documentation and pre-qualification documentation.
- Assisting with the development of evaluation templates and models.
- Run RFP with a well-identified supply base.
- Support in the development of commercial & technical evaluation methodologies.
- Developing evaluation resourcing and progress documents.
- Preparation of guidance documents for evaluation teams.
- Preparation of pro-forma excel analysis templates for evaluation teams.
- Preparation of draft report templates.
- Award Business based on TER/ TEAR establishment for low value purchases.
- Support approvals and release of Purchase Orders (PO).
- Track open Purchase Orders (PO) and close them.
- Ensure transfer Purchase Orders (PO) to suppliers and confirm them.
- Ensure Suppliers are paid on time and act as a 1st escalation to supply/Payment issues.
- Monitor supplier performance to ensure targets are met and identify ways to improve the supply chain process with suppliers.
- Work with the Procurement Department and other NEOM Sectors and Departments, as required.
- Identify opportunities and lead efforts for cost reduction and increased efficiencies.
- Provide technical advice on specifications supply and logistics arrangements to facilitate efficient procurement, clearance, storage and distribution of supplies and equipment, services and works to be delivered.
- Assess supply operations and control mechanisms and advise on appropriate actions.
- Work with the other NEOM Sectors and Departments, as required.
- Ensure preparation of status reports required for budget reviews, schedule analysis, annual reports, or other reports as may be required.
- Accountable for quality and timeliness of critical deliverables and communications.
KNOWLEDGE, SKILLS AND EXPERIENCE
- Technical Proficiency: Proficiency in graphic design software (e.g., Adobe Creative Suite) alongside digital marketing tools (e.g., Google Analytics, SEO tools).
- Creative Thinking: Strong ability to develop innovative marketing strategies that engage customers visually and emotionally.
- Analytical Skills: Ability to analyze data to derive actionable insights for campaign optimization.
- Communication Skills: Excellent verbal communication skills for effective collaboration with stakeholders.
- Microsoft Office: Advanced knowledge and experience in Microsoft Power Point and other Microsoft office applications.
QUALIFICATIONS
- Commerce, Construction, Engineering.
- Procurement Qualification (e.g. CIPS, equivalent or relevant Masters).
ADDITIONAL REQUIREMENTS
- Minimum of 5-8 years of experience in Procurement organizations with at least 5 years applicable experience in managing / leading project procurement.
- International and Middle East experience advantageous.
- Expert Knowledge of procurement concepts, processes, activities and trends.
- Experience of developing contracts and relationship management with vendors.
- Experience in drafting contract documents across various stages of the project lifecycle (e.g. SOW, Charter, progress reports, Gantt charts, etc.).
- Experience of infrastructure large capital projects, preferable.
