Job description
Location: Riyadh, KSA.

Project Duration: 1 year.

Working Arrangement: on-site.

Language Requirements: Fluency in Arabic & English (written and spoken).

We are seeking an experienced Human Resources Policy & Regulations Advisor to lead the development, review, and implementation of HR policies, laws, and regulations that align with organizational objectives and compliance standards. The role requires expertise in HR governance, legal frameworks, workforce regulations, and labor law compliance to ensure effective policy-making and risk management. The ideal candidate will play a key role in shaping HR strategies, regulatory frameworks, and policy reforms to enhance workforce efficiency and compliance with local and international standards.

Key Requirements

  • Proven experience in HR policy development, labor law advisory, and regulatory compliance.
  • Strong expertise in drafting, reviewing, and implementing HR policies, laws, and workforce regulations.
  • Proven experience in developing policies, laws and regulations for the government sector.

Other Qualifications

  • Strong stakeholder management skills, working with government entities, legal teams, and HR departments.
  • Strong research and analytical skills for assessing policy gaps and regulatory needs.
  • Excellent legal writing and policy drafting skills for clear, compliant HR documentation.

Key Responsibilities

  • HR Policy Development & Regulatory Compliance
  • Design, draft, and implement HR policies, laws, and regulations that align with labor laws and industry best practices.
  • Ensure compliance with local and international labor standards, adapting policies as needed.
  • Conduct legal impact assessments on existing HR policies and propose necessary amendments.
  • Workforce Regulations & Governance
  • Develop legislative proposals and regulatory frameworks for HR governance.
  • Monitor and interpret labor law changes, providing strategic recommendations.
  • Ensure policies align with government workforce strategies and economic goals.
  • Advisory & Stakeholder Engagement
  • Advise leadership on employment law compliance, HR regulatory risks, and workforce policies.
  • Work closely with government bodies, regulatory agencies, and legal departments to develop effective HR frameworks.
  • Lead policy discussions and negotiations with key HR and legal stakeholders.
  • Benchmarking & Continuous Improvement
  • Benchmark HR policies against international HR governance models.
  • Propose policy enhancements and legal reforms to optimize workforce development.
  • Conduct HR compliance audits and policy effectiveness evaluations.
