Job Location:

Riyadh, Alsulay (Agility Complex).

Job Summary:

The HR Manager is responsible for overseeing and managing HR operations at the assigned region, ensuring compliance with labor laws, payroll management protocols, employee relations, and support in HR systems administration. This role focuses on improving HR processes, managing employee services, and ensuring HR operational excellence. The HR Manager will collaborate with leadership and key stakeholders to ensure the implementation of policies that enhance employee satisfaction, efficiency, and compliance.

Key Responsibilities:

HR Operations & Compliance

  • Ensure the implementation of HR policies and compliance with local labor laws and company regulations.
  • Maintain accurate employee records, manage contract requirements, and handle HR-related audits in collaboration with the corporate team.
  • Ensure compliance with government regulations and industry standards in all HR processes.

Employee Relations & Workplace Management

  • Address employee grievances, conflicts, and disciplinary matters in accordance with labor laws and company policies.
  • Serve as a trusted advisor to management and employees on HR-related issues.
  • Ensure the implementation of employee engagement programs to foster a positive work environment.

Vendor & Manpower Supplier Management

  • Strategy & Selection: Align staffing needs with budget, select vendors based on expertise, cost, and SLAs.
  • Contracts & Compliance: Negotiate agreements while ensuring labor law adherence.
  • Performance & Cost Control: Monitor vendor KPIs, optimize costs, and drive efficiency.
  • Stakeholder Collaboration: Work with Operations, finance, and legal for seamless workforce integration.

Payroll & Benefits Administration

  • Oversee payroll processing to ensure timely and accurate salary disbursements in collaboration with the HR corporate team.
  • Manage employee benefits programs, including medical insurance, end-of-service benefits, and other statutory requirements.
  • Collaborate with the Corporate HR team on compensation and benefits-related matters, ensuring market competitiveness and compliance.

HR Systems & Data Management

  • Support the Corporate HR team in maintaining HRIS and ensuring HR data integrity, while generating regional reports as needed.
  • Assist in providing HR reports and analytics to support data-driven decision-making.

Performance & Policy Implementation

  • Implement performance management policies in coordination with the Performance Management unit.
  • Ensure company policies are consistently applied across all departments.
  • Support department heads in handling employee performance issues and improvement plans.

Health, Safety, & Employee Services

  • Ensure workplace health and safety policies comply with regulatory requirements.
  • Collaborate with corporate team members overseeing employee services such as leave management, travel arrangements, and onboarding processes.
  • Coordinate wellness initiatives and occupational health programs.
  • Perform other job-related projects and/or assignments that he/she might be asked to do by his/her direct supervisor/manager for special assistance that are often not mentioned in this job description as they arise under specific circumstances.

Job Requirements:

  • Bachelors degree in Human Resources, Business Administration, or a related field (Masters degree preferred).
  • Minimum of 8 -10 years of HR experience, with at least 3 years in a managerial role.
  • Strong knowledge of Saudi labor laws and HR best practices.
  • Excellent interpersonal and communication skills.
  • Ability to handle sensitive and confidential information with discretion.
  • Proficiency in HR software and Microsoft Office Suite.
  • Certifications in HR (e.g., SHRM, CIPD, or labor law certifications) is preferred.
  • Strong leadership, problem-solving, and organizational skills.
  • Hands on experience in managing multiple HR functions efficiently, developing and implementing HR policies and procedures.
  • Proven record of accomplishment of successfully managing vendor relationships and negotiating contracts.
