We are looking for an HSE Manager to join an ongoing PMO program in Riyadh, Saudi Arabia.
Qualifications
- Hold a BSc / MSc or equivalent health and safety qualification
- At least 15 years’ experience in the field of HSE within the construction sector, with at least 5 years in a senior HSE role working closely with leadership teams
- At least 5 years’ experience working in the Middle East – Essential
- Hold an environmental qualification such as IEMA, NEBOSH Environmental Diploma or equivalent
- Have an internal/external auditing qualification, ISO 45001, 14001 or 9001
- Chartered Member of a professional body such as IOSH, IIRSM, or SocEnv

Responsibilities
- Lead HSE efforts across projects, attend meetings with clients and stakeholders to ensure compliance with legal, contractual, and organizational obligations.
- Support the Program Director to meet all HSE obligations and ensure Project Managers and consultants fulfill their HSE responsibilities.
- Collaborate with all stakeholders—including clients, PMO, PMC, CSC, and contractors—to maintain consistency and compliance.
- Identify, communicate, and manage HSE risks across all projects.
- Implement the organization's HSE management system within the PMO framework to safeguard staff and stakeholders.
- Promote a positive health, safety, environment, quality, and wellbeing culture aligned with the PMO’s governance and risk strategies.
- Develop awareness campaigns and initiatives to proactively manage HSE risks.
- Drive the Zero Harm vision, mitigating fatal risks and preventing incidents.
- Monitor HSE performance using KPIs, analyze trends, and implement corrective actions.
- Provide training and expert advice to project teams on HSE requirements.
- Manage HSE resources effectively across the portfolio.
- Oversee audits and inspections to ensure compliance with policies and contractual obligations.
- Identify and recommend improvements in HSE practices for continual enhancement.
