Roles and Responsibilities:


  • Develop, implement, and manage the HSE strategy, policies, and procedures for the project.
  • Monitor and ensure the D&B contractor's compliance with HSE standards, regulations, and project-specific requirements.
  • Develop the Emergency Response Plan and implement it.
  • Develop the project HSSE manual and procedures and assist in development of the Project Execution Plan.
  • Perform monthly HSE Self Audits.
  • Conduct regular site inspections and audits to identify potential hazards and ensure corrective actions are implemented.
  • Review and approve the contractor's HSE plans, risk assessments, and method statements.
  • Provide HSE guidance and support to the project team, contractors, and stakeholders.
  • Lead incident investigations and ensure root causes are identified and corrective actions are implemented.
  • Prepare and present HSE reports, including statistics, trends, and recommendations for improvement.
  • Coordinate and conduct HSE training and awareness programs for project personnel and contractors.
  • Liaise with regulatory authorities and ensure all necessary permits and approvals are obtained and maintained.
  • Promote a positive HSE culture and ensure continuous improvement in HSE performance.
  • Participate in project meetings and provide updates on HSE matters.
  • Ensure effective communication and collaboration with the D&B contractor, project team, and stakeholders on HSE issues.
  • Assists the Construction / Operations Manager in follow-up of corrective actions.
  • Informs Construction / Project Manager of HSE issues to ensure compliance withcontractual, legal and other requirements.
  • Leads Joint H&S Committee meetings.

Qualifications and Educational Requirements:


  • Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • Professional certification in HSE (e.g., NEBOSH, IOSH, CSP) is highly desirable.

Knowledge and Experience:


  • Minimum of 15+ years of experience in HSE management, with a focus on large infrastructure projects.
  • Proven experience in a PMC environment, acting as a client representative.
  • In-depth knowledge of HSE regulations, standards, and best practices.
  • Experience in conducting HSE audits, inspections, and incident investigations.
  • Strong understanding of risk assessment and management principles.
  • Excellent communication, leadership, and interpersonal skills.
  • Ability to work effectively in a multidisciplinary team and manage multiple stakeholders.

Preferred Skills:


  • Experience in the rail or metro industry.
  • Familiarity with project management principles and practices.
  • Proficiency in using HSE management software and tools.
  • Strong organizational and time management skills.
  • Ability to influence and drive a positive HSE culture.
