A leading company in Saudi Arabia is seeking an experienced Human Resources Manager to oversee HR operations, administration, and government relations. The ideal candidate will have a strong background in HR within an industrial setup and be proficient in both Arabic and English, alongside a deep knowledge of KSA labor laws and regulations.

Qualifications

  • 5 to 8 years of progressive experience in HR & Administration.
  • Strong knowledge of KSA labor laws and GOSI regulations.
  • Bilingual (Arabic & English) preferred.

Key Responsibilities:

  1. Human Resources Responsibilities:
  • Handle HR operations including recruitment, onboarding, employee relations, performance management, and offboarding.
  • Manage all manpower requirements including staff planning, hiring for direct and outsourced roles, and ensuring timely contract renewals.
  • Maintain accurate HR documentation including employee records, contracts, and compliance with KSA labor regulations.
  • Coordinate with outsourced manpower agencies and ensure performance, compliance, and payment tracking.
  • Ensure all HR policies and procedures are implemented effectively and updated in line with company goals and legal changes.
  1. Administration & Facility Management:
  • Handle administrative functions including office management, staff accommodation, and transportation.
  • Manage all facility-related contracts and services including:
  • Maintenance Contracts (AC, plumbing, general repair)
  • Electricity & Utilities (coordination with SEC or local utility providers)
  • Telephone & Internet Services
  • General Cleaning & Housekeeping
  • Security Services
  • All general administration affairs
  • Ensure timely payments and proper documentation of all services and maintenance contracts.
  • Supervise facility inspections, preventive maintenance, and vendor performance reviews.
  • Maintain a clean, safe, and secure working environment that complies with company standards and local regulations.
  1. Government Relation Management:
  • Ensure adherence to GOSI policies for all employees, including timely enrollment, updates, contributions and reporting.
  • Ensure adherence the renewals, documentation, and compliance of all statutory licenses, permits, company contracts and reporting requirements.
  • Work closely with finance and procurement for budgeting and vendor contract finalization and secure approvals as appropriate.

  • Key Requirements:Bachelor’s degree in HR, Business Administration, or a related field.
  • 5 to 8 years of progressive experience in HR & Administration, preferably within an industrial or manufacturing setup.
  • Strong knowledge of KSA labor laws, GOSI regulations, and facility management best practices.
  • Proven experience managing outsourced manpower and vendor contracts.
  • Excellent communication, organizational, and leadership skills.
  • Proficient in Microsoft Office Suite and HRMS tools such as Oracle.
  • Bilingual (Arabic & English).
  • Ability to multitask and manage cross-functional responsibilities effectively.
  • Strong attention to detail and problem-solving skills.
