Job Description:

Parsons is looking for an amazingly talented HR/Government Relations Manager to join our team! In this role you will get to play a pivotal role in ensuring compliance with KSA labor laws, managing government relations, and overseeing HR operations.

This role requires deep knowledge of local regulations, strong leadership, and the ability to drive HR initiatives that align with organizational goals. The successful candidate will be a strategic partner in fostering a compliant, effective, and harmonious work environment.

What You'll Be Doing;

  • Serve as the primary liaison between the organization and government authorities, ensuring compliance with all KSA labor laws and regulations.
  • Manage and maintain all governmental approvals, permits, licenses, and registrations required for the business.
  • Ensure smooth processing of visa and work permits for employees, including Saudization-related matters.
  • Keep up-to-date with changes in local labor laws and regulations and provide recommendations for adapting company policies accordingly.
  • Handle government-related disputes and ensure resolution in accordance with applicable regulations.
  • Develop and implement HR strategies that align with the organization’s goals and objectives.
  • Lead talent acquisition, performance management, employee development, and retention strategies.
  • Foster a culture of inclusion, diversity, and employee engagement within the workforce.
  • Manage employee relations, addressing employee concerns, disputes, and complaints to maintain a harmonious work environment.
  • Ensure the organization’s compliance with all HR-related regulations, including labor law compliance, compensation, benefits, and safety standards.
  • Maintain accurate records for all HR-related government submissions and reporting.
  • Monitor compliance with Saudization requirements and implement strategies to improve local workforce engagement and participation.
  • Work closely with internal stakeholders to ensure compliance with government contracts and regulatory requirements.
  • Act as the main point of contact for employees regarding HR-related issues, concerns, and general inquiries.
  • Mediate conflicts and foster positive relationships between management and staff.
  • Develop and implement communication strategies to ensure transparency and clarity in employee relations.
  • Oversee recruitment processes to attract and retain top talent within the organization.
  • Collaborate with hiring managers to ensure that recruitment practices are in compliance with local regulations.
  • Manage talent pipeline strategies to ensure the availability of qualified candidates for all business units.
  • Develop and implement training programs to improve employee skills and competencies in line with business objectives.
  • Focus on leadership development, employee empowerment, and succession planning.
  • Evaluate the effectiveness of training programs and make necessary improvements.
  • Oversee compensation and benefits programs, ensuring they are competitive, compliant, and aligned with industry standards.
  • Develop and maintain an equitable and transparent system for employee compensation.
  • Collaborate with senior leadership to ensure that compensation strategies support organizational goals.
  • Review and update HR policies to reflect changes in local legislation and company priorities.
  • Ensure all employees are aware of and follow company policies and procedures.
  • Maintain a comprehensive employee handbook outlining company policies, benefits, and expectations.
  • Prepare HR-related reports for senior leadership, providing insights into HR metrics, employee performance, and compliance status.
  • Ensure effective communication with both internal and external stakeholders, providing regular updates on government relations and HR compliance issues.

What Required Skills You'll Bring;

  • Minimum 10 years of experience in a relevant field
  • Expertise in labor laws and government compliance in Saudi Arabia.
  • Strong understanding of recruitment processes, compensation structures, and performance management systems.
  • Proficiency in HR software and systems (e.g., SAP, Oracle, PeopleSoft).
  • Strong negotiation and communication skills, with the ability to effectively liaise with government authorities and internal stakeholders.
  • Excellent problem-solving skills and the ability to navigate complex HR issues.
  • Fluency in both English and Arabic.
  • Experience in managing complex government relations matters, including visa and permit processes.
  • Knowledge of the Saudization initiative and strategies to meet local hiring requirements.
  • Strong leadership abilities with experience managing HR teams and driving organizational change.
  • Proven track record in developing and implementing HR strategies that align with business goals.
  • Experience working in multinational organizations, particularly those with a presence in Saudi Arabia.
  • Ability to manage and adapt to changes in government policies and regulations.
