Job description

The HSE Officer is responsible for ensuring workplace safety and environmental compliance by implementing and monitoring health, safety, and environmental policies, programs, and practices in alignment with regulatory requirements and company standards.

This role supports the overall HSE strategy by conducting inspections, risk assessments, and incident investigations.

Job Responsibilities:

  • Monitor site activities to ensure compliance with HSE policies and procedures.
  • Conduct regular inspections and risk assessments to identify potential hazards and implement corrective actions.
  • Assist in developing and updating safety policies, manuals, and standard operating procedures.
  • Prepare reports on safety performance, incidents, and near misses.
  • Enforce the use of personal protective equipment (PPE) and promote a culture of safety awareness.
  • Maintain documentation and records related to inspections, incidents, and HSE audits.
  • Participate in emergency response.
  • Investigate incidents, accidents, and unsafe working conditions, and recommend preventive measures.
  • Ensure that environmental practices align with applicable laws and internal environmental protection guidelines.
  • Collaborate with team members and supervisors to improve overall safety practices.
  • Support the Safety Supervisor in meeting HSE objectives and reporting requirements.
  • Stay updated with changes in HSE regulations and best practices.

Desired Candidate Profile

Educational Qualifications
  • Bachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety, or related field.
  • Additional certifications preferred:
    NEBOSH IGC (International General Certificate in Occupational Health and Safety)
    IOSH Managing Safely
    OSHA Certification
    First Aid, Fire Safety, and Emergency Response certifications
2. Professional Experience
  • 2–5 years of relevant experience in HSE roles within engineering, construction, oil & gas, or manufacturing industries.
  • Proven track record of implementing safety programs, conducting audits, and reducing incident rates.
  • Familiar with HSE documentation, risk assessments, permit-to-work systems, and incident investigations.
3. Knowledge and Skills
  • Strong understanding of HSE management systems (e.g., ISO 45001, ISO 14001, OHSAS 18001).
  • Familiar with local and international safety regulations (e.g., OSHA, EPA, national HSE laws).
  • Knowledge of hazard identification, job safety analysis (JSA), toolbox talks, and emergency response planning.
  • Capable of conducting internal HSE training sessions and preparing safety reports.
  • Proactive and vigilant with a strong sense of responsibility.
  • Excellent communication and interpersonal skills—able to engage workers at all levels.
  • Strong leadership and teamwork abilities—works well in multidisciplinary teams.
  • Detail-oriented, problem solver, and adaptable under pressure.
5. Technical Proficiency
  • Familiar with HSE software tools, MS Office (especially Excel and PowerPoint for reports).
  • Able to use incident reporting systems and create HSE dashboards and KPIs.
6. Other Requirements
  • Physically fit to conduct site inspections and fieldwork.
  • Willingness to work in remote or challenging environments.
  • Multilingual abilities may be a plus (especially English + local language).
  • Kawadir 1 + Kawadir 2 Certificates are must
