Health, Safety & Environment Officer
JOB PURPOSE:
To co-ordinate, support and advise the business on all aspects with regards to Health Safety and Environment. To manage and monitor standards, process, communications, trainings to ensure all responsibilities associated with HSE within the factory are adhered to.
KEY ACCOUNTABILITIES:
Food Safety and Quality Culture
- Responsible for identifying and promptly reporting any food safety or quality risks, hazards, or incidents observed in the work area.
- Actively participate in food safety and quality training programs and culture-building initiatives.
- Ensure adherence to Good Manufacturing Practices (GMP) and hygiene standards in daily operations.
Health, Safety, and Environmental Culture
- Take accountability for personal safety and contribute to maintaining a safe and healthy work environment by identifying and reporting potential risks or unsafe conditions.
- Participate in Health, Safety, and Environmental (HSE) training, awareness programs, and emergency preparedness drills.
- Ensure compliance with environmental sustainability practices in line with ISO 14001 standards, including resource conservation and waste management practices.
Collaboration and Continuous Improvement
- Collaborate with team members and leadership to ensure effective implementation and maintenance of quality, safety, and environmental management systems.
- Support initiatives aimed at achieving company goals for food safety, product quality, employee well-being, and environmental sustainability.
Technical Expertise
- Strengthen systems to manage contractor safety, including adherence to site entry procedures, certifications, and performance monitoring.
- Collaborate with production, maintenance, and logistics teams to embed safety measures into workflows.
- Exhibit excellent knowledge of plant processes, hazardous materials, and risk assessment.
- Update the QHSE Manager or HSE Supervisor on daily safety communications, progress, issues, deviations, and actions.
- Conduct risk assessments, implement mitigation measures, and ensure their effectiveness.
- Provide effective inductions for contractors and visitors.
- Introduce and manage safety behaviour observation programs to monitor and improve employee safety adherence.
- Investigate accidents/incidents and ensure proactive reporting of safety observations.
- Promote a culture of "Safety First" within the plant.
- Train employees and new joiners on safety site rules and regulations.
- Coordinate the development and implementation of SOPs, policies, and training modules.
- Ensure all safety equipment is calibrated and valid at all times.
- Actively participate in plant safety and 5S audits.
- Launch initiatives focusing on employee health, such as ergonomic assessments and mental well-being programs.
GMP and 5S
- Ensure adherence to GMP and 5S Gold standards for safe and effective site operations.
- Ensure contractors comply with GMP standards while on-site.
- Train new joiners, visitors, and contractors on GMP and 5S regulations.
- Maintain adherence to the 5S principles at all workstations.
Daily activities
- Conduct daily safety inspections of the facility (minimum twice/day) to identify hazards and unsafe practices.
- Assess workplace risks, recommend and implement control measures, and maintain records.
- Investigate accidents and near-misses, document findings, and implement corrective actions.
- Conduct safety inductions for employees, contractors, and visitors, ensuring records are updated and maintained.
- Develop and implement emergency response plans, including fire drills and equipment readiness inspections.
- Issue work permits, verify third-party certifications, and ensure compliance with training requirements for high-risk tasks.
- Ensure proper use of PPE and maintain work permit documentation.
- Monitor contractor safety compliance and verify risk assessments before approving critical permits.
- Ensure the workplace is free of health risks, conduct risk assessments, and implement recommended actions.
- Carry out safety inspections, fire drills, and risk assessments, ensuring employees are aware of their responsibilities.
- Maintain fire mock drill records and action improvements suggested by observers.
- Check FACP panels, safety door checklists, wheel chocks, fire pump and other safety-related systems regularly.
- Renew contractor IDs and forklift badges, maintaining accurate records.
- Conduct scaffold inspections and ensure stability for safe usage.
- Create or revise SOPs as needed.
- Conduct routine checks for forklifts and prepare weekly ERT plans.
- Ensure first aid cabinets are stocked and inspected regularly.
- Conduct gas level monitoring and take corrective actions for deviations.
- Audit facilities, identify unsafe behaviors, and report them.
- Update safety bulletin boards and submit formalized monthly safety reports
Reporting
- Submit daily, weekly, and monthly safety inspection reports to the Safety Supervisor.
- Report any identified hazards, violations, or unsafe conditions immediately.
- Assist in preparing documents for external audits or inspections by regulatory authorities.
- Coordinate with different departments (e.g., production, maintenance) to ensure integration of safety practices.
- Identify gaps in safety practices and recommend improvements.
QUALIFICATIONS, EXPERIENCE & SKILLS:
MINIMUM QUALIFICATIONS:
- Diploma in Engineering – Industrial from the recognized university.
- Safety certificate: NEBOSH, IOSH, Lead auditor-ISO45000, HSW.
MINIMUM EXPERIENCE:
- 2 – 5 years of relevant experience in Health & safety in FMCG manufacturing.
- Computer literate (MS word, Excel, Power point & other related software)
- Well organized with good communication skills and ability to work under pressure
- COSHH trained,
- OHSAS – Internal or Lead auditor
- Handling of H&S investigations
- Training for all the safety subjects(Hot, Height, confined, Lock out & Tag out, electrical safety)
