Responsibilities:
  • Maintain the strategic plan for Health and Safety aligned with client priorities based on industry best practices.
  • Develop inspection regimes to ensure regular health and safety inspections and produce assessment reports for compliance.
  • Enforce all policies related to H&S practices in the workplace.
  • Assist in developing and implementing H&S processes effectively.
  • Support the delivery of HSE training to the FM service provider team.
  • Provide technical advice and support to project staff regarding HSE, including legislation, standards, and international codes.
  • Participate in safety inspections and guide personnel in completing designated tasks and corrective actions.
  • Conduct incident reviews and report findings to senior management and clients.
  • Identify root causes of accidents, incidents, and near misses, and recommend corrective actions.
  • Maintain accurate incident records and participate in monthly HSE review meetings.
  • Conduct site HSE audits and lead fire evacuation drills annually.
  • Review risk assessments and method statements (RAMS) for activities, including fit-out works.
  • Identify hazards, implement control measures, and maintain a risk register.
  • Ensure emergency procedures are documented, communicated, and regularly tested.
  • Manage project consultants and oversee their HSE compliance during activities.
  • Conduct regular workplace inspections and follow-up on corrective actions.
Education & Qualifications:

Essential:

  • Bachelor's Degree in Occupational Health and Safety, Environmental Science, Engineering, or related field.
  • NEBOSH General Certificate or equivalent.
  • Valid fire fighting certification.

Desirable:

  • Diploma/Certification in Occupational Health and Safety Management Systems (e.g., ISO 45001).
  • Membership in recognized safety organizations (e.g., IOSH, ASSP).
  • Advanced certifications in fire safety, risk assessment, or environmental management.
Experience:

Minimum 3-5 years as a Health & Safety Officer in a relevant environment, with experience in Saudi Arabia being highly advantageous. Proven track record in developing and implementing HSE programs, risk assessments, incident investigations, and safety audits.

Knowledge & Skills:
  • Deep knowledge of Saudi Labor Law, OSHA 18001, Royal Decree No. M/30, and construction safety regulations.
  • Understanding of environmental regulations, hazard identification, risk control, emergency response, and accident investigation techniques.
  • Effective safety training methodologies and excellent communication skills in English and Arabic.
  • Strong analytical, problem-solving, and Microsoft Office skills.
