Responsibilities:
  1. Maintain the strategic plan for Health and Safety that aligns with the client's priorities based on industry best practices.
  2. Develop an inspection regime to ensure the property receives regular health and safety inspections and produce assessment/inspection reports for compliance.
  3. Enforce all policies related to H&S practices in the workplace.
  4. Assist in developing H&S processes and ensure effective implementation.
  5. Support delivery of HSE training to FM service provider team members.
  6. Provide technical advice and support to project staff relating to HSE, including legislation, standards, and codes of practice.
  7. Participate in safety inspections and guide individuals on designated tasks and corrective actions.
  8. Conduct incident reviews and provide reports to the Senior Facilities Manager and client.
  9. Investigate accidents, incidents, and near misses to identify root causes.
  10. Maintain accurate records of incidents and investigations.
  11. Recommend and implement corrective actions to prevent recurrence.
  12. Participate in monthly HSE review meetings.
  13. Conduct site HSE audits.
  14. Lead the Fire Evacuation Committee and ensure annual building evacuations.
  15. Review risk assessments and method statements (RAMS) for activities including fit-out works.
  16. Identify hazards and implement control measures to mitigate risks.
  17. Maintain a register of risk assessments and ensure they are regularly reviewed and updated.
  18. Monitor and ensure the project has documented emergency procedures communicated to all personnel and reviewed periodically.
  19. Manage project consultants, ADHOC, and fit-out activities, monitoring their HSE obligations and performance.
  20. Conduct regular workplace inspections and audits to identify hazards and ensure compliance.
  21. Follow up on inspection findings and ensure corrective actions are implemented.
Education & Qualifications:

Essential:

  • Bachelor's Degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • NEBOSH General Certificate (or equivalent international safety qualification).
  • Valid certification in Fire Fighting.

Desirable:

  • Diploma/Certification in Occupational Health and Safety Management Systems (e.g., ISO 45001).
  • Membership with recognized professional safety organizations (e.g., IOSH, ASSP).
  • Advanced certifications in fire safety, risk assessment, or environmental management.
Experience:

Minimum 3-5 years as a Health & Safety Officer in a relevant operational environment, with experience in Saudi Arabia being highly advantageous. Proven experience in developing and implementing HSE programs, risk assessments, incident investigations, and safety audits.

Knowledge & Skills:

In-depth knowledge of:

  • Saudi Labor Law and related regulations (e.g., OSHA 18001, Royal Decree No. M/30).
  • Construction Safety Regulations (if applicable).
  • Environmental regulations and best practices.
  • Hazard identification, risk assessment, and control measures.
  • Emergency response planning and procedures.
  • Accident investigation techniques.
  • Safety training methodologies.

Excellent communication and interpersonal skills: Ability to effectively communicate with all levels of employees, management, and external stakeholders.

Strong analytical and problem-solving skills.

Proficiency in Microsoft Office Suite.

Fluency in English and Arabic (essential).
