ob Purpose:
The Head of Procurement is responsible for leading and managing all procurement functions for the Construction and Building Division, including strategic sourcing, supplier management, contract negotiation, and procurement planning. This role ensures timely and cost-effective procurement of materials, equipment, and subcontracted services while maintaining high standards of quality, compliance, and sustainability.
Key Responsibilities:
- Procurement Strategy & Planning:
- Develop and implement procurement strategies aligned with business objectives and project needs.
- Establish procurement policies, procedures, and systems to support project execution and cost efficiency.
- Forecast material and service requirements in coordination with project and engineering teams.
- Sourcing & Supplier Management:
- Identify, prequalify, and manage a reliable supplier and subcontractor base.
- Lead supplier evaluations, negotiations, and performance reviews.
- Foster strong supplier relationships to secure competitive pricing, quality, and delivery terms.
- Contract & Purchase Management:
- Oversee preparation of RFQs, tenders, and purchase orders ensuring commercial and legal compliance.
- Lead negotiations for high-value contracts, framework agreements, and long-term supply deals.
- Ensure effective contract execution and administration to avoid disputes and delays.
- Cost Optimization & Value Engineering:
- Identify opportunities for cost reduction through strategic sourcing, alternative materials, and local procurement.
- Support value engineering initiatives in coordination with project and design teams.
- Risk & Compliance Management:
- Ensure compliance with company policies, industry standards, and legal/regulatory requirements.
- Monitor procurement-related risks and implement mitigation plans.
- Maintain transparency, audit trails, and adherence to ethical procurement practices.
- Inventory & Logistics Coordination:
- Coordinate with logistics, warehouse, and construction teams to ensure timely delivery and proper storage of materials.
- Optimize inventory levels to balance project needs and cost efficiency.
- Leadership & Team Development:
- Build, lead, and mentor a high-performing procurement team.
- Develop training programs and implement performance KPIs.
- Encourage collaboration and communication across departments and project sites.
Skills
Qualifications & Experience:
- Bachelor’s degree in Supply Chain Management, Engineering, Business Administration, or a related field (Master’s degree preferred).
- Professional certifications such as CIPS, CPM, or CSCP are highly desirable.
- Minimum of 20 years of procurement experience in the construction industry, with at least 5 years in a leadership role.
- Extensive knowledge of construction materials, equipment, subcontracting, and vendor markets.
- Proven track record of procurement on large-scale infrastructure, commercial, or mixed-use development projects.
