ROLE OVERVIEW

Lead the Chief Development Officer (CDO) Office’s HR strategy, aligning closely with NEOM HR to enhance organizational structure, culture, and performance. Develop and implement HR solutions that drive engagement and high performance, while reflecting NEOM's core values. Oversee HR functions including talent acquisition, employee relations, and wellbeing, ensuring alignment with NEOM’s people strategy and the CDO Office’s objectives.

KEY ACCOUNTABILITIES & RESPONSIBILITIES

  • Partner with CDO Office leadership and NEOM HR to deliver integrated HR solutions that support business performance, engagement, and alignment with the CDO Office's goals and NEOM values.
  • Assess and analyze the current organizational structure and culture within the CDO Office, identifying areas for improvement in partnership with NEOM HR.
  • Implement key metrics and performance indicators to measure the impact and success of organizational development initiatives.
  • Lead the implementation of the CDO Office’s wellbeing strategy, ensuring a healthy and engaging work environment for all staff.
  • Oversee the recruitment function within the CDO Office, working collaboratively with central NEOM HR on all hiring matters.
  • Advise CDO Office executives and managers on employee relations, including policy interpretation, allowances, grievances, disciplinary procedures, and more.
  • Collaborate with NEOM People Services and HR Policy teams to operationalize HR policies across the CDO Office.
  • Coordinate with the CDO Office Communications team to ensure internal communications reflect the desired culture and values of the CDO Office.
  • Contribute to enterprise-wide HR strategy development, including onboarding, performance management, engagement, mobility, and workforce data.
  • Support the development of systems and processes in collaboration with NEOM HR to manage employee relations and track related data and trends.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills, and Experience

  • 12+ years of proven experience in HR leadership and operations.
  • Strong track record working with executive leadership to drive HR strategy and solutions.
  • Deep understanding of organizational culture and employee experience, with an ability to embed NEOM and CDO Office branding throughout the talent lifecycle.
  • Knowledge of HRIS platforms and tools to manage and monitor employee relations activities.
  • Inspirational people leader, with excellent interpersonal and relationship-building skills.
  • Strong problem-solving capabilities with the ability to make decisions in complex environments.
  • Proficient project manager with facilitation and change management skills.
  • Outstanding communication skills (verbal and written) in English; able to present confidently at all levels.
  • Influential and capable of leading people through organizational change.
