Project: Rabigh 2 Solar PV IPP

The project comprises of 300 MW Solar photovoltaic (PV) technology on 6.56 km² area that includes PV field and the plant substation.

Overview

This role is responsible for the implementation and compliance of all HCIS requirements on site during the construction stage. The HCIS Manager acts as the focal point with HCIS authorities, ensuring documentation, communication, and execution are fully aligned with HCIS Security and Safety Standards. Once HCIS activities are under control, the role will support the HSE team and contribute to Quality procedures learning and inspections.

• Job Functions (Duties & Responsibilities)
• Ensure the development and implementation of the HCIS requirements in the project;
• Ensure proper preparation of HCIS documents, ensure the proper submission to HCIS authority with EPC Contractor;
• Ensure compliance with the HCIS Standards and Specifications;
• Ensure proper communication with HCIS authorities with different visits to them as necessary;
• Be the focal point for HCIS coordination with HCIS authority;
• Learn about HCIS Security and Safety Standards and follow up their application in the Project;
• Compliance with work and health/safety conditions necessary for the protection of persons;
• Protect the environment and monitor environmental performance;
• Compliance with safety and societal measures concerning the Site.

Supporting Tasks (Post HCIS Control Phase)

• Ensure the personnel onsite have attended the relevant HSE inductions and trainings;
• Ensure the HSE procedures for the specific tasks are kept updated;
• Perform routine and random HSE inspections on a daily basis in order to monitor HSE procedures implementation on site and ensure the follow-up of corrective actions;
• Stop & report immediately to his superior any anomaly, violation & unsafe practice;
• Promote a proactive and positive intervention approach to Project team;
• Spread HSE rules / standards / procedures / communication on site;
• Attend and participate in daily meetings and Tool Box & Pre-Job Talks;
• Ensure that relevant risk assessments are complied with and that Job Safety Analysis are prepared;
• Advise on safe operative techniques and methodologies for the planning and safety control (i.e. JSA);
• Ensure adequate HSE reporting in line with project procedures;
• Inspect on a regular basis subcontractors activities;
• Control compliance of the equipment used on site;
• Monitor the effective implementation of the Permit to Work system on site;
• Ensure that any HSE event is reported in due time;
• Assist in the investigation of accidents and analysis in order to identify trends and propose the necessary corrective measures;
• Monitor and maintain control measures in the use of hazardous materials;
• Conduct a follow-up of regular formal inspections together with Subcontractors representatives (verification exercises, walkthroughs, specific inspections etc.);
• Coordinate activities and set daily objectives to HSE Officers;
• Attend and participate during the LTA site visit;
• Coordinate when necessary to ensure LTA observations or comments are addressed in a timely manner.
