Job description

Job Purpose

The Head of Human Capital Operations at DACO will lead and manage strategic initiatives of employee services & payroll sections. This includes ensuring compliance with labor laws and DACO policies, administering compensation & benefits, managing rewards & recognition, performance improvement plans, employee records, all types of leave of absence, grievances, and off-boarding processes. The role also involves promoting organizational culture and collaborating with stakeholders for consultations.

Position Accountability Description

Strategic Leadership:

  1. Develop and implement strategies to enhance HC operational efficiency and service quality.
  2. Ensure alignment with DACO's strategic objectives and regulatory requirements.
  3. Lead HC-related projects and initiatives, collaborating with top management.
  4. Analyze turnover, attrition, and other metrics to develop retention strategies and inform decision-making.

Operational Excellence:

  1. Manage employee disputes, misconduct, and violations, ensuring proper documentation and resolution.
  2. Investigate and resolve grievances and complaints, coordinating with Corporate Affairs for complex cases.
  3. Maintain and update personnel data in HC information systems.
  4. Oversee employee off-boarding, including exit interviews and return of company property.
  5. Manage payroll policies and processes, ensuring accuracy and stakeholder communication.
  6. Handle benefits transactions and GOSI administrative services timely and accurately.
  7. Analyze employee data to ensure salary, benefits, bonuses, allowances, and promotions are accurate.
  8. Manage employee contracts, terminations, and medical insurance processes.
  9. Maintain employee records and documentation for compliance and ease of access.
  10. Develop and implement HC policies, procedures, and surveys.
  11. Address staff performance issues and implement performance improvement strategies.

Stakeholder Management:

  1. Build and maintain relationships with internal and external stakeholders for effective HC initiatives.
  2. Communicate decisions impacting payroll and employee services.
  3. Collaborate across departments to align HC operations with organizational goals.

Team Leadership and Development:

  1. Lead and mentor the HC operations team, fostering a culture of excellence and accountability.
  2. Develop training programs to enhance team skills and knowledge.
  3. Set performance expectations, provide feedback, and conduct evaluations.

Financial Management:

  1. Develop and oversee the HC operations budget.
  2. Monitor financial performance, identify cost-saving opportunities, and report to senior management.

Risk and Compliance Management:

  1. Ensure compliance with regulatory requirements and industry standards.
  2. Conduct audits and quality reviews to assess compliance.
  3. Develop strategies to mitigate risks in HC operations.

Innovation and Continuous Improvement:

  1. Drive innovation through new technologies and best practices.

Education Background

Bachelor's degree in Human Resources, Business Administration, or related field.

Relevant Experience

Minimum 12 years in human resources, with significant management or leadership experience.
