Company Description

Southern Province Cement Company (SPCC) was established by a royal decree in 1978 and has since grown significantly. The company, based in Saudi Arabia, operates three plants (Jazan, Bisha, and Tahamah) with a substantial clinker and cement production capacity. SPCC continuously develops its facilities to meet high demand and ensure efficient supply, with a focus on strategic locations and self-financing models.

Role Description

Overseeing the implementation of governance principles, ensuring compliance with internal and external regulations and policies, and promoting transparency and accountability in administrative and financial operations, thus contributing to improving institutional performance and reducing risks.

Key Duties & Responsibilities

  • Develop governance policies and procedures to ensure compliance with best practices and approved standards.
  • Monitor the implementation of internal policies and evaluate departments' compliance with governance standards to enhance transparency.
  • Analyze administrative and financial processes to identify areas of risk and provide appropriate recommendations to address them.
  • Coordinate with regulatory authorities to provide necessary reports and ensure internal regulations are compliant with local law.
  • Provide technical support and recommendations to departments regarding compliance with governance requirements.
  • Contribute to the design of an effective internal control system to ensure compliance with regulatory procedures and reduce risks.
  • Review company-related contracts and policies to ensure they comply with governance and legal requirements.
  • Establish key performance indicators to measure the effectiveness of the application of governance principles and ensure their improvement.
  • Coordinate with internal and external auditors to provide the necessary data and information to evaluate governance.
  • Assess departments' compliance with regulations related to disclosure and transparency and suggest improvements to ensure compliance.
  • Follow up on legal and regulatory updates related to governance to amend policies and procedures when needed.
  • Review financial and non-financial reports to ensure their accuracy and compliance with standards.
  • Identify risks associated with non-compliance with governance principles and develop plans to mitigate their impact
  • Enhance an institutional environment that supports transparency and accountability across all departments
  • Follow up on the company's commitments to shareholders and partners to ensure the provision of accurate and reliable information
  • Propose programs to improve organizational performance through the application of effective governance principles.
  • Prepare periodic reports for the GRC Manager, outlining the performance of the Governance Department and suggestions for continuous improvement.
  • Organize the workflow in the department, distribute work to its employees, coordinate their activities, and direct them to ensure that the specified objectives are achieved efficiently and effectively.
  • Perform any other similar tasks or responsibilities that fall within the scope of his jurisdiction and are based on a mandate from the line manager.

Additional Tasks

1.Perform any duties requested by the direct manager.

2.Apply Total Quality Management requirements & procedures.

3.Apply all requirements of the integrated system of quality, environment, Safety & industrial health as per the requirements of ISO 14001/2015 - ISO 45001/2018 - ISO 9001/ 2015

4.Commit to the declared tasks in the emergency plan in case of emergencies.

Job Specifications

Education: Bachelor's degree in Business Administration/Law. An MBA or professional certification (GRCP, CGP) is preferred.

Experience: From 7- 10 years of experience in the same field in industrial companies is a must.

Analytical Skills: Strong analytical and problem-solving skills, with the ability to translate data into actionable insights.

Strategic Thinking: Demonstrated ability to think strategically and develop innovative solutions to complex challenges.

Computer Skills: Excellent Proficiency in using all MS Office packages.

Language Skills: Very Good command of English.
