Fundamental Planning Engineer - Fiber Management

Position Objectives

• Responsible for developing and executing long-term strategies and plans for the fiber business.
• The objectives involve driving revenue maximization, assessing risks, coordinating investment plans, and ensuring the proper utilization and monitoring of fiber infrastructure.
• Involved in market analysis, financial management, and tracking key performance indicators (KPIs).

Job Description & Responsibilities

• Develop a comprehensive 10-year fiber business plan and strategy, including market analysis and growth opportunities.
• Drive revenue maximization by exploring new opportunities and ensuring proper utilization of fiber assets.
• Assess and identify potential risks and challenges for the fiber business, and coordinate mitigation plans.
• Develop long-term (3-5 years) investment plans, considering end-of-life and long-term demand.
• Coordinate with the Fiber Demand Management team to ensure alignment between annual budget/investment plans and long-term strategies.
• Oversee investment plan execution and prepare action plans for significant deviations.
• Manage strategies for build vs. lease decisions based on cost-benefit analysis.
• Define technical requirements for Fiber Optic Media (FOM) systems and guide related projects and change requests.
• Maintain accurate infrastructure databases and coverage maps in coordination with the network team.
• Monitor infrastructure utilization, flagging underutilization and overutilization issues.
• Monitor infrastructure for end-of-life, end-of-support, or outdated status.
• Build and maintain a repository of other local operators' fiber infrastructure availability and pricing.
• Collect market information and benchmark competitors to develop market insights.
• Develop long-term (3-5 years) demand forecasts beyond current annual data.
• Provide regional segmentation of long-term demand.
• Manage and adapt long-term strategy based on market and business changes.
• Maintain and adjust infrastructure Profit and Loss (P&L) statements for visibility.
• Define and monitor financial KPIs and metrics for the fiber business.
• Oversee and evaluate fiber business performance.
• Create and present fiber business performance reports.
• Determine yearly Capital Expenditure (CAPEX) and Operating Expenditure (OPEX) budgets.
• Reforecast targets based on actuals and communicate with the Fiber Demand Management team.
• Track footprint-related and infrastructure utilization KPIs.
• Monitor all business profitability KPIs and manage total revenue.

Qualifications & Experience

• Bachelor's degree in engineering, Business Administration, or a related field.
• 15+ years of experience in strategic planning and execution for the fiber business.
• Proven experience in infrastructure management and financial analysis.
• Strong analytical and problem-solving skills.
• Excellent communication and coordination abilities; fluency in English is required, Arabic is beneficial.
