Job Purpose / Objective
Plan, organize, control, and manage day-to-day operations and activities of facility and safety management functions, coordinating with government and regulatory affairs in accordance with required standards, in collaboration with the Executive Director and ASSD Director.
Key Responsibilities / Accountabilities
- General Administration
- Manage and support the overall administration and delivery of functions within FMS, including Maintenance, Safety & Security, and Environmental Services.
- Develop, implement, and modify programs to maintain the hospital's physical plant, grounds, and equipment, utilizing personnel and materials effectively.
- Manage operational budgets and productivity targets, monitoring inventory and expenses.
- Ensure compliance with plans, policies, procedures, and quality standards.
- Set job priorities and schedules for staff, overseeing their tasks through regular inspections.
- Coordinate with external contractors for projects as needed.
- Maintain relationships with departments and external agencies to anticipate and address service needs and potential issues.
- Keep records and statistics for administrative and regulatory purposes.
- Ensure adequate resources and staffing to provide safe, high-quality services, supporting patient care.
- Comply with standards and regulations to support accreditation and licensing requirements.
- Maintain reports, data, and ongoing consultation with departments.
- Plan and oversee daily catering operations in accordance with HMG standards.
- Maintenance Services
- Establish a computerized preventive maintenance program for hospital facilities.
- Supervise Facility Management and Safety activities, including contractor work.
- Implement and manage utilities and building systems, ensuring regulatory compliance.
- Maintain documentation of maintenance schedules, repairs, and operations.
- Supervise technicians in maintaining hospital facilities.
- Safety & Security
- Manage safety and security to protect patients, staff, and property.
- Coordinate with police and local agencies on safety issues.
- Oversee environmental safety practices, hazardous materials handling, and risk management according to standards.
- Ensure compliance with regulations on medical waste and hazardous materials.
- Maintain Material Safety Data Sheets (MSDS) for hazardous materials.
- Environmental Services
- Oversee housekeeping and laundry operations, ensuring quality and compliance with standards and budget.
- Manage contracts with laundry and housekeeping vendors.
- Maintain cleanliness, hygiene, and safety standards hospital-wide.
- Supervise environmental safety practices, waste management, and pest control.
- Clinical Engineering
- Coordinate with clinical engineering for biomedical equipment maintenance.
- Ensure safety testing, repair, and maintenance of patient care and communication equipment.
- Follow up on technical issues related to preventive maintenance and emergencies.
- Team Management
- Organize work schedules and assign tasks fairly and effectively.
- Encourage staff participation in quality and safety activities and training.
- Manage, train, evaluate, and motivate team members to meet service objectives.
- Perform other duties as assigned within the scope of skills and abilities.
Education/Professional Qualification
Engineering degree from a recognized university, preferably with OSHA certification or equivalent training and experience.
Experience
Minimum five (5) years of relevant experience, including at least two (2) years in hospital facility management and safety operations.
