Job Description
Key Responsibilities:
Program Leadership & Strategic Management
- Lead the planning and the execution of comprehensive fuel marking programs across multiple regions in the Kingdom of Saudi Arabia.
- Serve as the technical Subject Matter Expert (SME) on fuel marker chemistry, dosing systems, and traceability solutions.
- Manage relationships with key stakeholders, including client and government authorities
- Oversee project budgets, resource allocation, and program timelines to ensure performance, profitability, and regulatory compliance.
Field Implementation & Operations
- Direct field implementation activities including marker injection, field audits, sampling protocols, and site inspections.
- Supervise teams responsible for field operations and maintenance, including inspectors & technicians, mobile labs, and injection skids.
- Ensure compliance with safety, security, and environmental standards across all operational sites.
Laboratory & Testing Oversight
- Oversee the operation of fixed and mobile laboratories conducting fuel sample analysis and marker detection.
- Validate and approve testing protocols, calibration of analytical instruments (analyzer), and QA/QC standards.
Monitoring, Evaluation & Reporting
- Develop and maintain a robust monitoring system to track program performance, field compliance, and marker efficacy.
- Provide high-level reports and presentations to senior government officials and client leadership.
- Recommend improvements to enhance fraud detection, cost-effectiveness, and operational efficiency.
Qualifications
- Bachelor’s or master’s degree in Chemistry, Chemical Engineering, Petroleum Engineering, or a related field.
- Minimum of 5–8 years of experience in fuel marking programs, including proven leadership of similar implementations.
- Good knowledge of marker technologies, dosing systems, and laboratory analysis techniques.
- Proficient level of English (Arabic will be an advantage)
