The Organizational Setting

The General Authority of Civil Aviation, Aviation Standards (ASD) Sector is the legislative, regulatory, and governing body of the Kingdom of Saudi Arabia's aviation industry. Its functions include issuing and updating codes and regulations, ensuring compliance, and conducting oversight to guarantee safety and security.

Major duties and Responsibilities
  1. Function 1 (including Expected Results)
  2. The incumbent conducts airmen flight checks and performs certification of airmen.
  3. Involved fields include Light Sport Aviation, Aviation Events, and Parachuting.
  4. Function 2 (including Expected Results)
  5. Authorized to make commitments and decisions such as providing expert advice, supporting certification functions, accomplishing pilot certification and practical tests, and certifying aviation events.
  6. Supports regulation improvements, inspector guidance development, and policy formulation.
  7. Ensures compliance with Annex 1 and provides technical support in developing proposals.
  8. Identifies training needs, develops training plans, and evaluates training programs.
  9. Provides guidance in incident/accident investigations per Annex 13 of the Chicago Convention.
  10. Develops plans and monitors compliance with standards and ICAO provisions.
  11. Conducts ramp inspections and develops safety management system reports.
  12. Function 3 (including Expected Results)
  13. Performs other duties within the field of specialization.
Impact of the Position

This role enhances GACA's capacity to provide safe, efficient, and cost-effective civil aviation services through expert input, training, and development of personnel management strategies.

Work Relations and Contacts

Establishes relationships with GACA personnel to exchange information and clarify processes related to regulations, airports, airspace, and related subjects.

Qualifications and Experience

Education

  • University degree in Civil Aviation or relevant field.

Professional Experience

  • Management or supervisory experience in civil aviation, including rules, regulations, and safety procedures.
  • Knowledge of legal responsibilities and administrative procedures for flight operation approvals.
  • Extensive experience as a government flight operations inspector, including light sport aviation, aviation events, and parachuting.
  • Experience in developing and approving flight operations manuals and training programs.
  • Knowledge of ICAO annexes and regulations.
  • Lead Auditor or Auditor experience of at least 5 years, such as Civil Aviation Authority auditor or IOSA auditor.
Languages
  • Good command of oral and written English (essential).
  • Arabic language skills are an asset (desirable).
