Job description

Job Purpose

One of our main Client is looking for Finance Director to supervise all financial operations, ensuring efficient delivery of financial support services, resource allocation, and long-term financial sustainability. This role ensures alignment with approved budgets, international accounting standards, and national financial regulations.

Responsibilities

  • Develop and execute financial strategies and priorities aligned with the center’s policies.
  • Supervise budgeting processes, long-term financial planning, and expense forecasting.
  • Oversee all operational financial and accounting activities, ensuring accuracy and timely reporting.
  • Ensure compliance with International Financial Reporting Standards (IFRS) and local regulatory policies.
  • Review and approve annual budgets, financial statements, and performance reports.
  • Manage general ledger, accounts payable/receivable, billing, payroll, and payment orders.
  • Monitor budget adherence, expenditures, revenues, and financial KPIs.
  • Lead financial system implementation and improvements to support planning and control.
  • Coordinate monthly and annual financial closings.
  • Manage financial activities related to government platforms and regulatory portals.
  • Provide recommendations to improve internal controls and resource utilization.

Qualifications

  • Bachelor’s degree in Finance, Accounting, Business Administration, or Economics.
  • Master’s degree in Financial Management or Accounting (preferred).
  • Professional certifications such as CPA, CMA, or CFA (preferred).
  • Fluency in English and the official language of the host country.
  • 10+ years of experience in financial management, with solid exposure to the Government Sector.
  • Prior experience in a leadership or managerial role.
  • Local or regional experience within similar government or semi-government entities.
  • Solid understanding of financial controls, international standards, and digital financial systems.
  • knowledge of Ministry of Finance funding procedures, budget cycles, and compliance requirements in Saudi Arabia.
