Position Objectives:
- This position will be responsible for managing all regulatory aspects of the fiber wholesale engagement, and facilitate a favorable market environment for the business.
- In addition, management of the partnerships as they are developed.
Job Description & Responsibilities:
- Drive/co-lead regulatory and legal interactions with external stakeholders together with corresponding support functions (e.g., regulatory, legal).
- Ensure compliance with local, national, and international telecommunications regulations, including but not limited to fiber deployment, service provision, and access.
- Stay up-to-date with evolving regulatory frameworks related to fiber optics and broadband services.
- Develop and implement strategies for navigating regulatory challenges in the fiber space to facilitate the expansion and growth of the business.
- Assess the impact of proposed regulations on the company’s fiber initiatives and provide strategic recommendations.
- Work with internal teams (legal, engineering, operations) to ensure that fiber-related projects and operations comply with regulatory standards.
- Lead efforts in developing and managing relationships with key industry stakeholders, including regulatory authorities, government agencies, and industry associations.
- Establish and manage strategic partnerships with local and international players in the telecom and fiber industries.
- Collect and assess 3rd party infrastructure information.
- Drive infrastructure leasing quotation, negotiation and acquisition.
- Develop partnerships with other infra providers for mutual infrastructure leasing.
- Collaborate with business development teams to identify and pursue opportunities for partnerships, joint ventures, and collaboration in the fiber sector.
- Monitor and analyze global and regional regulatory trends affecting the fiber business and telecom sector.
- Engage with regulators, policymakers, and other stakeholders to influence the regulatory landscape in favor of fiber deployment and telecom expansion.
- Identify regulatory risks and ensure mitigation strategies are in place to safeguard the company’s fiber business and partnerships.
- Develop and maintain processes for internal compliance checks and audits related to regulatory adherence for fiber projects.
Qualifications & Experience:
- Bachelor’s degree in Engineering, Business Administration, or a related field.
- 15 years of experience in a commercial telco product field and fiber market.
- Strong understanding of long distance, Junction and access fiber market.
- Familiar with regulatory aspects of wholesale fiber business.
- Experience with business management, understands market dynamics, technical product understanding (access + transmission).
- Strong analytical and problem-solving skills.
- Ability to work collaboratively with cross-functional teams.
- Excellent communication and coordination abilities.
- Fluent in English, Arabic would be an advantage.
