Purpose of Job
The job holder is responsible for managing the Exchange of Information (EOI) function, including developing regulations and procedures to facilitate effective sourcing of information, addressing queries, recommending improvements to tax and Zakat legislative provisions, replying to tax inquiries, and raising awareness of EOI regulations. The goal is to ensure effective international information exchange for tax purposes across relevant regimes.
Job Responsibilities
Strategy and Planning
- Contribute to the development of the International Relations and Treaties business plan, ensuring alignment with ZATCA strategy.
- Develop the operational plan for EOI in line with the International Relations and Treaties business plan and the Strategy & Development strategic plan.
- Implement plans and provide input to achieve EOI goals supporting ZATCA's overall strategic objectives.
Budget Management
- Discuss EOI budgeting requirements with top management and contribute to the budgeting process.
- Ensure effective utilization of the EOI budget and report on progress and challenges.
- Investigate and propose initiatives that result in positive financial impacts and mitigate risks.
Exchange of Information
- Stay updated on developments related to tax-related EOI at ZATCA.
- Manage the development of domestic tax and customs regulations to enable effective information sourcing.
- Develop procedures and protocols to address taxpayer queries on international tax matters.
- Monitor new national and international tax and Zakat laws and regulations, proposing legislative improvements.
- Ensure timely responses to tax inquiries from international entities in coordination with relevant stakeholders.
- Ensure actions adhere to terms of agreements.
- Support management in updating the international relations strategy.
- Provide guidance for monitoring cooperation with relevant governmental entities.
- Participate in the Global Forum Steering Group, ensuring compliance with treaties and obligations.
- Represent ZATCA in EOI meetings and ensure implementation of key discussion points.
- Enhance internal awareness of EOI regulations among stakeholders and financial institutions.
- Submit accurate, timely reports for internal and external stakeholders.
People Management
- Participate in recruiting key talent.
- Guide and support team members to perform duties according to policies and processes.
- Develop performance objectives, provide support, evaluate, and give feedback.
- Foster a high-performance environment aligned with ZATCA values.
Job Details
Communication and Contacts
Education
- Bachelor's degree in Business Administration or equivalent is required.
- Master's degree is preferred.
Experience
An optimal of 8 years of relevant experience, with at least 3 years in a managerial role.
