Role Overview

The Engineering Manager is responsible for developing, preparing, and managing project engineering documentation to ensure successful delivery of engineering activities within their assigned project, initially focusing on neighborhoods in Phase 1 of THE LINE.

The Engineering Manager will develop strategies, management plans, schedules, risk mitigation plans, resource strategies, stakeholder communication plans, and ensure compliance with NEOM standards and practices.

They will manage their team of engineers, subject matter experts, secondees, and consultants to meet engineering milestones and outcomes, reporting to the Project Manager/Director daily and to the Director of Engineering Management on strategic matters.

The role involves close coordination with NEOM sectors and stakeholders to ensure engineering outcomes are effectively communicated and delivered.

Responsibilities
  • Develop and implement engineering strategies, management plans, schedules, and risk mitigation plans.
  • Provide engineering expertise to support project outcomes.
  • Ensure compliance with NEOM codes and standards.
  • Collaborate with project teams and stakeholders.
  • Drive project success and innovative, fit-for-purpose solutions.
  • Monitor and report on engineering activity progress.
  • Prepare scopes of work and evaluate technical proposals.
Key Accountabilities
  • Manage team performance and project outcomes.
  • Ensure engineering outcomes align with project objectives.
  • Plan and oversee engineering activities to meet timelines, budgets, and quality standards.
  • Manage resources effectively, including procurement.
Qualifications
  • Over 20 years of engineering experience, including at least 5 years in senior or director roles.
  • Minimum 6 years in project management or equivalent leadership roles.
  • Bachelor’s degree in Construction Management, Master Planning, Engineering, or related field.
Essential Skills
  • Proven leadership in engineering offices for major contractors, consultants, or developers.
  • Strong problem-solving and negotiation skills.
  • Experience managing multiple teams across project lifecycle stages.
  • Excellent communication skills and technical knowledge.
  • Ability to work under pressure and develop innovative solutions.
Desired Experience
  • GCC regional experience.
  • Developer and project management experience.
