Job description

Oxfam is a global movement of people working together to end the injustice of poverty.

OBJECTIVE

To provide technical support to Solid waste management activities as part of an integrated Water, for Sanitation, and Hygiene (WASH) and operational maintenance program in Oxfam's implementation projects locations. The assistant will work closely with the Senior Engineer Officer to implement, maintain, and oversee infrastructure projects efficiently and in line with humanitarian principles.

Roles & Responsibilities Of The Working Group

The Engineering Assistant will work within the Engineering team to support project implementation, supervise the Cash for work team (CFW), ensure compliance with technical specifications, and contribute to the overall operation and maintenance of OXFAM activities.

Key Responsibilities

  1. Assist in recruiting, deploying, and assessing Syrian Cash-for-Work (CFW) staff.
  2. Supervise non-Oxfam staff such as masons, plumbers, casual laborers, and CfWs within the project duration.
  3. Establish and enhance the maintenance framework system for daily site checks and documentation.
  4. Conduct assessments for emergency needs within a broader Public Health scope.
  5. Identify and supervise technical resources required for assigned tasks, ensuring quality work within project timelines.
  6. Liaise closely with the Community Engagement team for planning and implementation.
  7. Report regularly to the Senior Engineering Officer.
  8. Develop management control systems through financial planning and cost analysis.
  9. Support in designing quality control plans.
  10. Oversee engineering drawings and documentation of production issues.
  11. Ensure quality control and reliability by directing CfW teams in inspection and testing activities.
  12. Recommend methods for improving personnel, material, and utility efficiency.
  13. Manage procurement processes for required equipment and materials.
  14. Enforce compliance with safety standards and HSE action plans.
  15. Provide technical oversight and coordination for contracted service providers.
  16. Maintain a photographic and documentary record of site activities.
  17. Review and approve contractor method statements and work plans.
  18. Ensure timely completion of remedial works during defect retention periods.
  19. Document and log challenges and lessons learned throughout the project.

Qualifications

Essentials

  1. Engineering degree or equivalent qualification.
  2. Experience in Climate Justice & WASH operations, infrastructure maintenance, and humanitarian settings.
  3. Basic knowledge of control systems, quality assurance, and HSE standards.
  4. Strong interpersonal skills and ability to work with diverse communities.
  5. Fluent in spoken and written English and Arabic.
  6. Commitment to Oxfam's humanitarian principles and gender policies.

Nonessentials

  1. Experience working in refugee camps or emergency response settings.
  2. Prior exposure to cash-for-work programs and community engagement initiatives.
