CCL Global is collaborating with a client in the energy sector to recruit 2 Construction Managers for major power projects in Jeddah, Saudi Arabia.
Responsibilities & Accountabilities
Operational
- Plan, prepare, and execute commissioning, operation, trial runs, and acceptance testing within assigned project scope.
- Ensure the technical safety of the plant from erection completion until handover to the customer (COD).
- Implement and enforce the business’ EHS policies, safety procedures, work instructions, and guidelines within operational scope.
- Implement Lock Out Tag Out and Work Permit programs.
- Ensure work complies with local laws and regulations, and personnel are informed of hazards and precautions.
- Act on deviations, stopping activities if high-risk issues are observed for further review.
- Participate in accident investigations within working areas.
- Maintain safe, healthy, and environmentally friendly site commissioning operations, demonstrating leadership in EHS.
- Report to the Site Manager to ensure activities align with EHS plans and safe work systems.
- Utilize tools and aids to achieve project goals, continuous improvement, and cost reduction.
- Report deviations from goals and initiate corrective actions in coordination with project management.
- Perform commissioning safely and timely, adhering to contract, budget, and schedule.
- Prepare for commissioning as per work instructions.
- Review and consolidate spare parts lists and procurement plans.
- Coordinate commissioning execution plan, turnover process, scope, tools, reporting, witness tests, and documentation with partners.
- Manage and monitor commissioning activities per schedule, contract, and agreements.
- Create execution plans to meet milestones and inform project teams.
- Organize and supervise safe plant operation from erection completion to COD.
- Accept system turnover from erection to commissioning, and from commissioning to customer, following procedures.
- Ensure commissioning meets specifications, engineering, and safety standards.
- Ensure accessibility and understanding of operating and maintenance manuals.
- Assign responsibility for maintaining plant maintenance registers.
- Ensure quality compliance through delegation, inspections, and documentation.
- Execute additional tests beyond scope, with proper planning and documentation.
- Involve engineering in technical problem-solving.
- Provide regular updates to project management and regional leaders.
- Review and approve commissioning documentation for completeness and quality.
- Distribute final commissioning documentation as per procedures.
- Report and follow up on deviations and non-conformance issues.
- Maintain logs of daily work, issues, and events.
- Update commissioning schedules and staffing plans.
- Support testing and control planning within scope.
- Coordinate staffing and resources through PCCM.
- Set objectives for team members and monitor progress.
- Manage and support commissioning personnel and equipment.
- Control commissioning budget and ensure team collaboration.
- Participate in site meetings and manage time sheets.
- Work towards zero punch list items at COD.
- Ensure return of test equipment and proper reporting by personnel.
- Complete and forward field service reports.
- Provide feedback during project debriefings and update ERS.
- Offer administrative and financial feedback to regional leaders.
Specific Functional/Technical Authority
- Issue directives to commissioning staff on technical, personnel, and assignment issues.
- Request personnel from PCCM and SIM.
- Access schedule, budget, and objectives relevant to the assignment.
- Obtain timely decisions from project management and escalate when necessary.
- Directly contact project management and engineering departments on technical issues, informing the SIM/PCCM accordingly.
- Stop work immediately if safety is at risk.
- Authorize rework or modifications in consultation with the SIM, informing engineering departments accordingly.
