Job description

CCL Global is collaborating with a client in the energy sector to recruit 2 Construction Managers for major power projects in Jeddah, Saudi Arabia.

Responsibilities & Accountabilities

Operational

  1. Plan, prepare, and execute commissioning, operation, trial runs, and acceptance testing within assigned project scope.
  2. Ensure the technical safety of the plant from erection completion until handover to the customer (COD).
  3. Implement and enforce the business’ EHS policies, safety procedures, work instructions, and guidelines within operational scope.
  4. Implement Lock Out Tag Out and Work Permit programs.
  5. Ensure work complies with local laws and regulations, and personnel are informed of hazards and precautions.
  6. Act on deviations, stopping activities if high-risk issues are observed for further review.
  7. Participate in accident investigations within working areas.
  8. Maintain safe, healthy, and environmentally friendly site commissioning operations, demonstrating leadership in EHS.
  9. Report to the Site Manager to ensure activities align with EHS plans and safe work systems.
  10. Utilize tools and aids to achieve project goals, continuous improvement, and cost reduction.
  11. Report deviations from goals and initiate corrective actions in coordination with project management.
  12. Perform commissioning safely and timely, adhering to contract, budget, and schedule.
  13. Prepare for commissioning as per work instructions.
  14. Review and consolidate spare parts lists and procurement plans.
  15. Coordinate commissioning execution plan, turnover process, scope, tools, reporting, witness tests, and documentation with partners.
  16. Manage and monitor commissioning activities per schedule, contract, and agreements.
  17. Create execution plans to meet milestones and inform project teams.
  18. Organize and supervise safe plant operation from erection completion to COD.
  19. Accept system turnover from erection to commissioning, and from commissioning to customer, following procedures.
  20. Ensure commissioning meets specifications, engineering, and safety standards.
  21. Ensure accessibility and understanding of operating and maintenance manuals.
  22. Assign responsibility for maintaining plant maintenance registers.
  23. Ensure quality compliance through delegation, inspections, and documentation.
  24. Execute additional tests beyond scope, with proper planning and documentation.
  25. Involve engineering in technical problem-solving.
  26. Provide regular updates to project management and regional leaders.
  27. Review and approve commissioning documentation for completeness and quality.
  28. Distribute final commissioning documentation as per procedures.
  29. Report and follow up on deviations and non-conformance issues.
  30. Maintain logs of daily work, issues, and events.
  31. Update commissioning schedules and staffing plans.
  32. Support testing and control planning within scope.
  33. Coordinate staffing and resources through PCCM.
  34. Set objectives for team members and monitor progress.
  35. Manage and support commissioning personnel and equipment.
  36. Control commissioning budget and ensure team collaboration.
  37. Participate in site meetings and manage time sheets.
  38. Work towards zero punch list items at COD.
  39. Ensure return of test equipment and proper reporting by personnel.
  40. Complete and forward field service reports.
  41. Provide feedback during project debriefings and update ERS.
  42. Offer administrative and financial feedback to regional leaders.

Specific Functional/Technical Authority

  1. Issue directives to commissioning staff on technical, personnel, and assignment issues.
  2. Request personnel from PCCM and SIM.
  3. Access schedule, budget, and objectives relevant to the assignment.
  4. Obtain timely decisions from project management and escalate when necessary.
  5. Directly contact project management and engineering departments on technical issues, informing the SIM/PCCM accordingly.
  6. Stop work immediately if safety is at risk.
  7. Authorize rework or modifications in consultation with the SIM, informing engineering departments accordingly.
